Recreation Area has identified a requirement to enter into a firm-fixed
price contract with an A/E firm to design a construction drawing plan
that incorporates relevant and necessary hydrologic and geomorphic data
to enhance values for riparian habitat and instream habitat for
fisheries for Easkoot Creek. This creek is a small perennial stream
connected to Bolinas Lagoon in Marin County, California about 12
northwest of San Francisco, CA. MINIMUM QUALIFICATIONS 1. Key personnel
must have a strong academic and professional background in
geomorphology, hydrology, surveying, and civil engineering. 2. Key
personnel must have demonstrated experience conducting geomorphic and
hydrologic analyses for stream restorations or enhancement projects. 3.
Key personnel must have demonstrated experience preparing engineering
designs for stream restoration or enhancement projects. 4. Key
personnel must have demonstrated experience implementing or providing
construction oversight of engineering designs for stream restoration or
enhancement projects. The following technical evaluation criteria
listed in descending order of importance, will be used in selecting a
qualified firm to perform this contract. 1. Demonstrated level of
expertise, clarity and appropriateness in the Offeror's Design Approach
in accordance with the Background Information and Scope of Work. 2.
Demonstrated experience and knowledge in creek restoration and
enhancement projects in the Central California Coast Region. Experience
must include both planning (including surveying experience) and
construction of one or more creek restoration and enhancement projects.
Key personnel must have at least 5 years of experience. 3. Demonstrated
experience and knowledge in report writing and construction management
associated with creek restoration and enhancement projects. Key
personnel must have at least 3 years of experience. 4. Demonstrated
experience and knowledge of key personnel with familiarity of National
Park Service policies and regulations related to Resource Management.

technical evaluation criteria and past performance information. The
