The United States Army Corps of Engineers (USACE), Vicksburg District (MVK) and other United States Government agencies in the Vicksburg, Mississippi area have a requirement for commercial cellular telephone service for approximately 200-300 employees in the states of Mississippi, Louisiana, and Arkansas. These services will include both analog and digital types of service as well as all commercial services currently available to the general public and corporate customers. The Vicksburg District is anticipating the consolidation of it's requirement for cellular services with one vendor who is able to provide services within the entire boundary of the District; however, multiple awards may be made if no single vendor is able to provide coverage in all areas. The Vicksburg Consolidated Contracting Office (VCCO) intends to issue an indefinite delivery-indefinite quantity (IDIQ) contract for these services having a base year and four(4) option years, for a total of five(5) years. Evaluation of proposals will be on a "best-value" basis, and significant evaluation factors will include the offeror's past performance, capability to perform the services, and cost; among other factors. All responsible sources are invited to submit proposals which will be considered for award. All parties submitting proposals are reminded that in order to receive award of a contract they must first be registered in the Department of Defense Central Contractor Registration database.
