Technology Service, Region 8, Denver and its client, HQ US Air Force
Academy, intend to procure on a Sole Source basis from Campbell
Scientific, Inc., 815 West 1800 N., Logan, Utah 84321-1784, (435)
753-2342, Kevin Rhodes, the following services: The intent of Phases 1,
2, and 3 is to install and test the new High Wind Alert System (HWAS)
without interfering with the existing Synergetics HWAS. Once
communication links are established and everything is working with the
new installations, Phases 4, 5, 6, and 7 will be implemented to
complete the actual transition to the new HWAS where the old system
will be replaced and scrapped. Implementation of this order will allow
for minimal down time during system trade out. Deadline for the
installation of the HWAS/SODAR project is 15 Sep 00. Phase 1 --
Temporary installation of Campbell Scientific Base Station in weather
observations building. Phase 2 -- Installation of new roof mount --
Automated Weather Stations (AWS) for schools (Douglas Valley, Lewis
Palmer, Pine Creek). Phase 3 -- Temporary installation of new
communications equipment on existing AWS (Aardvark, South Ridge,
Stadium). Phase 4 -- Permanent installation of new equipment on
existing AWS. Part 1 -- Standard AWS upgrades (Aardvark, South Ridge,
Stadium). Part 2 -- Standard AWS upgrades plus precipitation sensors
(Airfield, Command Post). Part 3 -- Standard AWS upgrade plus
precipitation and fire weather sensors (Community Center). Phase 5 --
Permanent installation of Campbell Scientific Base Station in weather
observations building. Permanent installation of new equipment on the
last 2 AWS. Part 1 -- Standard AWS upgrade plus relocation from Stables
to (LOCATION TO BE DETERMINED). Part 2 -- Standard AWS upgrade for
Rampart including extended sensor cables for 100' tower and new 10'
tower for precipitation sensors. Phase 6 -- Software training for USAFA
and MAYTAG personnel on LoggerNet and Java Applets. Phase 7 -- Remove
old server PC and monitor; remove old radio base station and antenna;
install new server PC in the cabinet containing the HWAS; install new
monitor and keyboard; install new base radio and UPS in the HWAS;
connect power to server, monitor, and radio; and verify correct
software and radio operations. Part 2 -- Connection to the USAFA.
Standard Industrial Classification (SIC) is 3829 (500 employees).
PURPOSE: The USAF Academy requires the above services be provided for
the installation of the HWAS/Solar Project at the USAF Academy in
Colorado. IMPACT: This equipment is critical to providing a safe
environment for all operations across the Academy. The HWAS is designed
to provide high wind data so that all personnel can take appropriate
actions during high wind events. Due to extreme high wind environment
and light aircraft, a proven system is a mandate. The HWAS is a
critical component in the successful forecasting of high wind
conditions, which is necessary in the prevention of a Class A mishap.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort
to complete a working system, it is recommended Campbell Scientific,
Inc., provide the service for the following considerations and reasons:
Campbell Scientific has been producing research-grade automated weather
stations for over 20 years. Their commitment to quality is evidenced by
the design and workmanship of the CR10X Datalogger. Designed for
demanding field use, the CR10X features durable components, compact
size, low power consumption, and a wide temperature operating range.
Placing several CR10X weather stations at various Air Force Academy
locations will provide one-minute meteorological data and wind warnings
for the base. Concerns having the ability to furnish the above services
are requested to give written notification (including the telephone
number for a point of contact) to the acquiring office listed in this
notice within 15-calendar days from the date of this synopsis. This
notification should clearly show their ability to do so without
compromising the quality, accuracy and reliability of the requirement.
This is not a formal solicitation. However, concerns that respond
should furnish detailed data concerning their capabilities and may
request a copy of the solicitation when it becomes available. All
