FISC Norfolk Detachment Philadelphia intends to acquire on a 100% small
business set-aside basis, services of a Volunteer/Family Program
Coordinator to serve Navy and other military families at the Naval
Training Center (NTC) Great Lakes, IL. The contractor will be required
to link all possible Navy and military spouses in educational and
volunteer programs on behalf of other Navy families in need of
services. Services to be provided by the contractor include organizing
and maintaining a recruiting system to obtain volunteers; planning for
recruitment, training, and writing of job descriptions for all FSC
volunteers; directing the volunteer organization and coordinating its
activities with Navy and community liaison services; and coordinating
the FSC Share Food Program Support Group. The contractor will also be
required to provide the following programs and services: Spouses
Morning Out (with child care) weekly; Spouse Awareness/Navy Spouse
Information School (with child care) once quarterly; RTC Spouse
Educational program for every RTC graduation; Volunteer Income Tax
Assistance (VITA) planning; Non-Support Counseling for military
dependents; FSC Housing Liaison Committee Representative; FSC Share
Food Program Coordinator; Family Mediation Support Group Leader monthly
sessions; Crisis Intervention/Referral for Family members in need of
crisis (Food and Shelter) resource support services; and Divorce
Mediation Services. A firm fixed contract is anticipated with a base
period of performance commencing on 01 October 2000 and ending on 30
June 2001. Separate option provisions will cover services for the
remainder of FY01 (July, August and September). The contract will also
include three (3) additional one-year option provisions. The Request
for Proposal (RFP) may require the submission of cost/price and past
performance information. The applicable Standard Industrial Code for
this acquisition is 8322; size standard $5M. All responsible source may
request the RFP and submit an offer which shall be considered by FISC
