Services are currently being performed by the Government. A Direct Conversion under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. Library services include administration, collection management, financial management, marketing, reference, circulation, interlibrary loan, mission and education support, acquisitions, cataloging, and computer systems administration and management. Firms capable of performing the described services are invited to submit a description of their capabilities and experience to the following mailing or internet address: AFFTC/PKAA, Attn: Todd Mathie, 30 N.
