Department of Veterans Affairs (VA) has an ongoing program to furnish
eyeglasses to those veterans that require them and are eligible for
assistance. It is VA's intention to solicit proposals in accordance
with all terms, conditions, provisions, specifications, and schedules
of this solicitation and award a contract on a competitive basis under
the authority of Title 38 U.S.C. Section 8153. A multiple award of an
indefinite delivery indefinite quantity contract on a firm fixed unit
price basis from this solicitation for the Veterans Integrated Service
Network (VISN) 8 is anticipated. VISN 8 is one of 22 new Veterans
Integrated Service Networks established by the Department to improve
the delivery of high quality, cost -efficient, patient-oriented health
care services to veterans. VISN 8, a populous area of the country with
a high density of veterans, includes the VA medical centers and
satellite outpatient clinics in Florida, Puerto Rico, and the Virgin
Islands. The VISN service area spans approximately 62,000 square miles
and includes 60 of 67 Florida counties, i.e., all of Florida except 7
panhandle counties; 19 counties in South Georgia; and all of Puerto
Rico and the U.S. Virgin islands. (VAMC Biloxi and its satellite clinic
in Pensacola serve the remaining Florida counties.) The VISN is
comprised of 7 VA medical centers, 9 satellite outpatient clinics
(SOC), and 4 community-based clinics(CBC).VISN 8 facilities include
VAMC Bay Pines, FL and Ft. Myers SOC; VAMC Gainesville, FL, Daytona
Beach SOC and Jacksonville SOC; VAMC lake City, FL and Tallahassee SOC;
VAMC Miami, FL, Miami CBC, Oakland Park SOC and Key West CBC; VAMC
Tampa, FL, Orlando SOC and Port Richey SOC; VAMC West Palm Beach, FL;
and VAMC San Juan, PR, Mayaquez SOC, Ponce SOC, St. Croix CBC and St.
Thomas CBC. This solicitation is intended for use by the different VA
Medical Centers and Outpatient Clinics located within VISN 8. Further

conducted in accordance with FAR Part 13.5 test program. The
solicitation adheres to the format defined in FAR 12.303 for the
acquisition of commercial products and shall be awarded in accordance
with FAR Part 13 and FAR Part 15. The awarded contract will contain one
(1) base period and two (2) renewable option years. The total duration
of the contract will not exceed three (3) years. The award is pending
the availability of funds. The contract award will occur in the FOURTH
quarter of FY 2000, estimated to be on or about September 1, 2000. VA
shall determine (based on an integrated assessment of each offeror's
technical and price proposals) the individual proposals judged to be
most advantageous to the Government. For fiscal year 2000, VISN 8
expects to furnish approximately 28,000 pairs of eyeglasses for
Veterans. Offerors are advised that proposals may be evaluated without
discussions and are encouraged to submit initial offers as their best
offer. Award will be based on price, past performance and technical
capability. Technical capability and past performance, when combined,
are more important than price. Offerors are requested to submit
documentation to support the technical capability and past performance
of their company. To be responsive to the solicitation offerors shall
submit credentials evidencing registration, certification, and
licensure. The VA intends to award multiple contracts based on the most
highly rated proposals.The Government intends to make an award based on
the best value to the Government by performing a price/technical
tradeoff analysis. In accordance with FAR subpart 9.104-1, each offeror
is required to provide information on a reasonable number of recent and
relevant contracts for the same or similar services, as well as the
offerors primary financial institution, to include contract numbers,
verifiable points of contact, telephone numbers and any other relevant
information which will be used by the Contracting Officer to make a
responsibility determination about a prospective offeror. FAR provision
52.213-3 Offeror Representation and Certification -- Commercial Items,
shall be completed and submitted with the offeror's proposal. All

shall be available on or about June 30, 2000. Requests for solicitation
packages shall be submitted in writing no later than 20 calendar days
after the published date of this CBD notice. Any questions regarding
the solicitation shall be submitted in writing no later than July 21,
