U.S. Department of Energy, Boston Regional Office (BRO), intends to modify an existing delivery order for services in support of the Weatherization Assistance Program's Regional Skills Development Project (RSDP). The RSDP seeks to bridge the gap between high-performing local agencies and less progressive agencies, by establishing a base level of cost-effective performance at the subgrantee level which all states agree to abide by. The proposed simplified acquisition modification to be issued by BRSO is intended to solicit and negotiate with only one source, Vermont Energy Investment Corporation (VEIC), under the authority of FAR 13.106-1 (b). This notice of intent is not a request for competitive proposals. VEIC was competitively selected under the original Request for Proposal in 1999. This project is in support of the U.S. Department of Energy, Weatherization Assistance Program which is authorized under Title IV of the Energy Conservation and Production Act, Pub. L. 94-385. The Weatherization Assistance Program is a State grants program whereby DOE makes grants to the states, which in turn award grants to local agencies, usually community based organizations, to increase the energy efficiency and reduce the burden of energy costs to low-income Americans, especially households with elderly residents, people with disabilities and families with children.
