synopsis/solicitation for a commercial service prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. The statement of work, Contract Data Requirements
Listing and DD Form 254, Security Classification Requirements can be
obtained at http://abop.monmouth.army.mil/socom.nsf. Industry must
register to access the site. Registration is performed electronically
at the site shown. The period of performance of this action is
12-months duration from award date to end. Proposals are being
requested on a firm fixed price basis, a written solicitation will not
be issued. This solicitation is issued as a Request for Proposal (RFP)
and the solicitation Number is USZA22-00-R-0016. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-32. The Standard Industrial
Classification (SIC) code is 8721 and the Business Size Standard is
$6.M, this action is not set-aside. The commercial services to be
quoted are for financial management services. Headquarters U.S. Special
Operations Command (USSOCOM), MacDill AFB, FL, requires a "roadmap" or
course of action (COA) to determine how best to accomplish the DoD
goals and comply with legislation. USSOCOMs joint environment has
unique challenges due to multiple accounting systems, Major Force
Program (MFP-11) restrictions, and determining whom is reporting which
information. The contractor must have knowledge of the Army, Navy, Air
Force and DFAS accounting and reporting systems and processes.
Technical and functional expertise, with experience in Chief Financial
Officer's Act legislation as well as private sector accounting and
financial management is needed to evaluate, review, analyze, and
improve financial management systems, methods, processes, and reporting
procedures. This effort will establish and maintain an integrated
Financial System environment that provides accurate, timely,
consistent, and meaningful data in support of the budget and for other
management decision making purposes. To meet the HQ USSOCOM objectives
the contractors at a minimum must have a thorough knowledge, experience
and understanding of federal government laws, regulations and guidance
associated with financial management such as: (1) the Chief Financial
Officer's Act; (2) Statements of Federal Financial and Accounting
Standards (SFFASs); (3) Office of Management and Budget Form and
Content guidance (OMB 97-01) with amendments; (4) a Guide to Federal
Requirements for Financial Management Systems; and (5) the Department
of Defense Financial Management Regulation. Technical and functional
experience with the governmental Financial System environment including
governmental organizational structure and the Defense Finance and
Accounting Service (DFAS) in particular are necessary to perform the
intent of this requirement. Establish strategies, performance goals,
and measures so that the CFO can gauge compliance, measure
improvements, report increased efficiencies, and associate a
quantitative benefit or qualitative value with organizational change.
