SERNIOR INDEPENDENT REIVEW AND ASSESSMENT SUPPORT The U.S. Army Space & Missile Command (SMDC) intends to enter into a noncompetitive contract for Independent Review and Assessment Support. The purpose of this effort is provide rapid independent review, assessment and analysis of critical programs and activities under SMDC including the Ballistic Missile Defense Organization, the Joint Theater Air and Missile Defense Organization and the Army Program Executive Office Air Missile Defense. Efforts range from in depth senior/executive level independent review of major SMDC activities such as NMD Development, Ballistic Missile Defense and Space as they arise. Efforts include performing rapid critical and specialized assessments of NMD operational and technical issues along with Space and Theater Missile Defense and their associated technologies. The contractor is to provide senior level technical and specialized reviews of operational, technical, and engineering assessments of these critical programs as they occur and as program changes are directed through a basic period and surge option(s). Under the authority of Federal Acquisition Regulation 6.302-1(a)(2)(iii) this effort is to be performed by ARES Corporation as award to any other source would likely result in a substantial duplication of cost to the government not expected to be recovered through competition. This notice of intent is not a request for competitive proposals; however, the government will consider responses received from interested sources.
