E-MAIL: Cynthia Suter, cindy.suter@usdoj.gov. The U.S. Marshals Service seeks to obtain a detention services contract for the housing of 2000 (maximum) prisoners. The prisoners shall be housed in a contractor provided facility which shall be located within a 50 mile radius of the Federal Court cities of Brownsville and McAllen in the Southern District of Texas. The contractor shall operate the facility in compliance with the most recent standards for adult detention facilities promulgated by the American Correctional Association (ACA) as well as all local, State and Federal code requirements for a correctional facility both structurally and operationally. Examples of services required include: 1) Guard/Security Services, 2) Management, 3) Food Service, 4) Medical and Dental Services, 5) Laundry Service/Facilities, 6) Prisoner Transportation and Guard Services, and 7) Library Services. Service contract employees may be required to meet and pass extensive law enforcement background investigations. Offerors will be requested to submit proposals in two manners: 1) For award of one base year plus 4 (one year) option years; and 2) For the award of a multiyear contract for 3 years plus 7 (one year) option years. The USMS intends to award a multiyear contract if authority to do so is received prior to contract award. Offerors must have verifiable experience operating detention facility(ies) of a size similar to the size of the facility being proposed in response to this RFP for a continuous three year period as of the date the RFP was issued. The USMS will be releasing an environmental assessment (EA) in connection with this requirement. The USMS EA will contain site specific information submitted within the proposals in response to this solicitation. Specifically, information contained in each offeror's EA will be released. The solicitation will be available on or after June 26, 2000, and will be distributed solely through the General Services Administration's Electronic Posting System (EPS) web site http://www.eps.gov. Hard copies of the solicitation document will not be available. The EPS site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the EPS site. Interested parties are responsible for monitoring the EPS site to ensure that they have the most up-to-date information about this acquisition. While the solicitation will be issued electronically, interested firms are requested to send a letter of interest in writing to the Contracting Officer at the above address for establishment of a bidders mailing list.
