Utility Privatization in Michigan, Selfridge ANGB/U.S.,
mwhite@desc.dla.mil. DESC: The Defense Energy Support Center (DESC), in
conjunction with the 127 Wing and U.S. Army Garrison at Selfridge ANG
Base, and the 110 Fighter Wing, at W.K. Kellogg Airport, Battle Creek,
Michigan, plans to offer the privatization of existing utility systems
at subject installations. Privatization is defined as the transfer of
ownership and responsibility for the operation, maintenance, repair,
future upgrades, and future utility system replacements. As a result of
this solicitation, firms(s) will be selected to assume ownership of
utility systems. The successful firm(s) will be required to purchase
the existing systems from the Government and may be required to provide
expansions to the systems to meet future needs of the Government. The
successful Contractor(s) may or may not be the suppliers of the
commodity procured by the Government. The resulting contract(s), if
awarded, will require the Contractor(s) to comply with all requirements
of the RFP, furnish all facilities, labor, materials, tools, and
equipment necessary to own, maintain and operate, the utility
system(s). The Contractor(s) shall manage the maintenance, repairs,
replacement, etc., of the system(s) to ensure continuous, adequate, and
dependable service for each Government or tenant connection within the
service area. The Contractor(s) shall be responsible for funding all
capital investments required to acquire, maintain and operate the
utility system(s) in a safe, reliable condition and to meet the
requirements listed in the contract. Real property interests will be
conveyed in the form of a Rights-of-Way (ROW) and/or Easement as an
attachment to the RFP. The utility system(s) will be conveyed via a
Bill of Sale upon award of the contract. The Contractor(s) proposals
and plans may become a part of the contract upon the decision to award.
Past Performance information from potential offerors shall be submitted
as directed in the RFP. No offeror will be denied the opportunity to
submit a proposal in response to the RFP. Utility Systems being
privatized are described as follows: 127 Wing, Selfridge ANG Base: This
includes systems on U.S. Government owned land, as controlled by the
127 Wing, Selfridge Air National Guard Base, Michigan. Electrical
Distribution System-Power for the 127 Wing is supplied by Detroit
Edison. Two 40 KV Detroit Edison sub-transmission lines terminate on
the base at the main substation which is also owned by Detroit Edison.
The main substation transforms voltage to 4800 volts for distribution
throughout the base. The system contains 36,400 lineal feet (lf) of
underground circuits and 64,400 lf of overhead circuits constructed
between 1945 and 2000. There are 146 single-phase transformers ranging
in size from 5 kVA to 250kVA. Other items include 475 utility poles,
8 switches. The peak demand at Selfridge (ANGB and U.S. Army combined)
was 7,645 kilowatts (kW)(April 1998), and the average power
consumption is 3,375,900 kWh. Natural Gas Distribution System-Natural
gas is provided to the 127 Wing by Consumers EnergyCompany. The 127
Wing owns approximately 16,900 lf of plastic natural gas distribution
lines located in a central area that covers approximately 125 acres.
These lines range in size up to 4 inches in diameter. A large portion
of these lines are being replaced in 2000. During FY 1998, the peak
monthly gas demand for this portion of the base was 15,053 million
cubic feet (21,000 cubic feet per hour). The remaining gas distribution
lines on the Base are owned by Consumers Energy. Water Distribution
System-Potable water is supplied to the 127 Wing by the City of Mount
Clemens, Michigan. Water is distributed throughout the 127 Wing in
approximately 118,000 lf of cast iron, ductile iron, asbestos concrete,
and copper water lines (1940-2000). Sizes range from 1 to 12-inches.
The system includes one elevated water storage tank with a capacity of
100,000 gallons and one underground reservoir with a storage capacity
of 500,000 gallons and pump station. The water system also includes
approximately 148 fire hydrants, 20 meters, and 184 valves. The total
system demand (domestic and fire protection for the ANG and U.S. Army)
is estimated as 3,264 gpm. Wastewater Collection System-Wastewater
collected on the 127 Wing is discharged to the Harrison Township sewer
system south of the Base. The 127 Wing wastewater collection system
includes approximately 52,000 lf of PVC (1990s and 2000), 52,000 lf of
cast iron (1950s), and 23,000 lf of vitrified clay (1960s). Pipe sizes
range from 4-inches through 24-inches. The wastewater collection system
is a combination of gravity flow and forced main and includes 11 lift
stations on the ANG portion of the installation; four large pump
stations to service each of the drainage basins, two medium-sized
stations, and five smaller stations. There is an equalization/storage
tank that can provide e up to 700,000 gallons of temporary sewage
storage at the base outfall to Harrison Township. According to the
billing records, the average daily wastewater flow in 1998 was
approximately 276,000 gallons for combined sources (ANG and U.S. Army)
on Selfridge. U.S. Army Garrison, Selfridge: This includes systems on
U.S. Government owned land, as controlled by the U.S. Army Garrison,
Selfridge, Michigan (including Sebille Manor housing area). U.S. Army
Garrison, Selfridge owned land shares a common property line with the
ANG at Selfridge. Both installations are within the boundary of the
area that was Selfridge Airforce Base until it became an ANG
installation. Sebille Manor is located approximately 2.3 miles north of
the main portion of Selfridge. Electrical Distribution System-Power for
the U.S. Army Garrison is supplied by the 127th Wing through 4800 volt
feeder circuits that originate in ANG owned Building 854. Power is
delivered to Sebille Manor through a Detroit Edison owned power line
that follows an easement from the main substation to Sebille Manor. The
U.S, Army electrical system contains 6,000 lineal feet (lf) of
underground circuits and 37,200 lf of overhead circuits constructed
between 1945 and2000. There are four, 3-phase transformers (113 and 225
kVA) and 191 single-phase transformers ranging in size from 5 kVA to
250kVA. Other items include 224 utility poles, 2 switches. The property
line serves as the point of demarcation between the U.S. Army and ANG
systems. The peak demand at Selfridge (ANGB and U.S. Army combined) was
7,645 kilowatts (kW)(April 1998), and the average power consumption is
3,375,900 kWh. Water Distribution System-Potable water is supplied to
the U.S. Army Garrison by the 127th Wing water distribution system.
Water lines for the Air National Guard and U.S. Army are interconnected
at multiple locations. The property line serves as the point of
demarcation between the U.S. Army and ANG. Water is distributed
throughout the U.S. Army Garrison in approximately 116,000 lf of cast
iron, ductile iron, and asbestos concrete water mains (1940-2000),
including approximately 2.3 miles of pipe transports water from the
main portion of Selfridge to Sebille Manor. Sizes range from 1 to
12-inches. The U.S. Army system includes one elevated water storage
tank (at Sebille Manor) with a capacity of 100,000 gallons. The water
system also includes approximately 91 fire hydrants, 122 meters, and 78
valves. The total system demand (domestic and fire protection) is
estimated as 3,264 gpm. Wastewater Collection System-Wastewater
collected on the U.S. Army Garrison is discharged to the 127th Wing
owned portion of the wastewater collection system. The Sebille Manor
Housing Area sanitary sewer system was constructed in 1960 and contains
30,000 feet of 4, 6, and 8-inch clay gravity lines that
feed a pump station. The pump station conveys sewage to a gravity main
owned by the township of Chesterfield. The U.S. Army Garrison
wastewater collection system includes approximately 35,000 lf of PVC
(1990s and 2000), and 30,000 lf of vitrified clay (1960s). Pipe sizes
range from 4-inches through 24-inches. The wastewater collection system
is a combination of gravity flow and forced main and includes two
medium-sized stations. 110 Fighter Wing, W.K. Kellogg Airport, Battle
Creek, Michigan: This includes systems owned by the 110 Fighter Wing of
the Michigan Air National Guard, on leased land at W.K. Kellogg
Airport, Battle Creek, Michigan: Electrical Distribution System --
Power for the 110 Fighter Wing is supplied by Consumers Energy. Power
is supplied to the main switch station at 24.9 kV. Power is supplied to
several buildings at 24.9 kV and a main transformer provides 8.32 kV
for distribution. The distribution system consists of three-phase,
four-wire line rated at 8.32 kV and 24.9 kV; the overhead part totals
3,720 linear feet and the underground part (in 4-inch conduit) 7,500
linear feet. The overhead system was constructed in the 1940s, and the
underground portion of the system was constructed in the 1990s. The
system also contains 22 three-phase transformers (45 1,500 kilovolt
amperes (kVA)), 1 single phase transformer (15 kVA), 13 utility poles,
and 15 street lights. The total transformer capacity is 2,000 kVA.
Water Distribution System -- Potable water is supplied to the 110
Fighter Wing by the City of Battle Creek, MI. Water is distributed
throughout the base in approximately 13,000 lineal feet (lf) of pipe:
4,000 lf of cast iron constructed in the 1940s and 9,000 lf of PVC
constructed in the 1990s. Sizes range from 4 to 12 inches. The water
system contains 35 fire hydrants. Average annual water consumption is
2.0 million gallons and peak monthly consumption is 0.4 million
gallons. Wastewater Collection System -- Wastewater collected at the
110 Fighter Wing is discharged to the City of Battle Creek sewer system
for treatment at their wastewater treatment plant. The wastewater
system includes about 14,000 lineal feet of vitrified clay (6,600 lf
constructed between the 1950 1970) and PVC (7,400 lf constructed in the
1990s) piping. Sizes range from 4-inch through 8-inch. The system
contains 35 manholes. The collection system generally flows by gravity,
although there are 3 duplex lift stations. The main lift station
capacity is 175 gallons per minute. This requirement is unrestricted.
All responsible sources may submit an offer which shall be considered.
Large businesses are required to submit a subcontracting plan.
