materials required to perform work situated at Southwestern Power
Administration's (Southwestern) Jonesboro Substation at Jonesboro,
Arkansas (Craighead County); Piggott Substation near Piggott, Arkansas
(Clay County); Table Rock Substation and Corps of Engineer's (COE)
Table Rock Dam facilities located near Branson, Missouri (Taney
County); and Weleetka Substation near Weleetka, Oklahoma (Okfuskee
County). The work includes: Jonesboro Substation -- replacement of six
(6) 161Kv oil circuit breakers with Government-furnished SF6 circuit
breakers, installation of one (1) new Government-furnished 161Kv SF6
circuit breaker, replacement of one (1) duplex switchboard section with
one (1) new section, and replacement of four (4) duplex switchboard
panels with four (4) new panels; Piggott Substation -- the replacement
of two (2) duplex switchboard sections with two (2) new sections;
Table Rock Substation -- installation of two (2) 161Kv
Government-furnished SF6 circuit breakers including foundations,
furnishing and installing of four (4) 161Kv disconnect switches,
modifying existing poles, adding one (1) two-terminal lattice steel
takeoff structure and adding one (1) tubular pole to accomplish
connection of the transformers to the 161Kv main bus, furnishing and
installing one (1) 69Kv PT and stand, removing 161Kv circuit switchers
80, 90 and associated line traps, removing 161Kv motor operated
disconnect switches 54 and 64, and replacing four (4) duplex
switchboard sections with two (2) new sections; Weleetka Substation --
replacement of two (2) duplex switchboard panels with two (2) new
panels; COE s Table Rock Dam Facility -- the installation of one (1)
duplex switchboard section, and replacement of five (5) duplex
switchboard panels with five (5) new panels. For all substations, the
Contractor will be required to perform modifications, add cable and
materials as required by the drawings. The bid opening date of August
8, 2000 is an approximate date. The estimated magnitude of this
proposed acquisition is between $1,000,000 and $5,000,000. The
completion date for the entire work is July 16, 2001. The solicitation
package will be furnished only upon written request and receipt of
payment of a $100.00 non-refundable fee in the form of a check for a
hard copy of the solicitation with 18" x 24" drawings. The cost for
drawings alone will be the same as for the hard copy with drawings at
$100.00. Checks, money orders or cashier's checks shall be payable to
"Southwestern Power Administration." This proposed acquisition is
unrestricted. No telephone requests for the solicitation package will
be accepted. The written request must state the solicitation number,
title of project, firm name, street address, mailing address, e-mail
address if available, telephone number and facsimile number. A
pre-solicitation notice has been sent to all prospective contractors on
Southwestern's mailing list. The pre-solicitation notice is also posted
at the Internet address http://www.swpa.govunder the icon
"Business/Acquisitions" which may be printed, completed and submitted
as the written request along with the non-refundable fee. When issued,
the solicitation excluding drawings will be available at the Internet
address http://www.swpa.gov under the icons "Business/Acquisitions"
and "Solicitations for Contracts." All responsible sources may submit
