Valdez, (303) 236-5900 ext 424 Concerns having the ability to furnish and install a Brown Treesnake Barrier into a permanent barrier described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within forty-five (45) calendar days from the date of this synopsis. The following Salient Characteristics are considered essential to this requirement. The U.S. Geological Survey, Biological Resources Division, Mid-Continent Ecological Service Center, has a requirement for construction and installation of a large snake enclosure on Guam. To construct such an outdoor facility on Guam requires that the product be massive enough to withstand hurricane-force winds of 155 mph and flying pieces of trees. Two materials showed potential as effective barriers, wire mesh with -inch openings and a vinyl sheet pile. Laboratory and field testing have demonstrated that these materials would act as effective barriers when configured as either a) a simple vertical wall, approximately 1.5 meter high, or b) a vertical wall 1.15 meter high topped with a 0.2 meter horizontal cantilever. Desired characteristics include ability to withstand a 155 mph wind with little or not subsequent need for repair; vandal resistant; weather and corrosive resistant so that annual maintenance is minimal. Upon request there is additional specifications and drawings available through the Contracting Officer at (303) 236-5900 ext 424. Based on information available at this time, and in accordance with 41 U.S.C. 253 (1), implemented by FAR 6.302-1, the Government considers the item specified as a sole source from Rocky Mountain Prestress, Inc., P.O. Box 22173 GMF, Guam 96921 and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. This notice may represent the Governments only official notice of this procurement. See Notes 22.
