Corps of Engineers, intends to acquire a newly constructed Crane to be
installed in a fixed location on a barge platform that will be
procured under a separate action. The completed vessel will be a new,
floating Crane Barge to be operated by the USACE Mobile District,
Panama City, FL office. The new Crane shall be rated for duty cycle
construction work and shall provide, on a floating platform, the
equipment required to safely and efficiently perform all missions
associated with navigation maintenance such as dragline bucket
dredging, clam shell bucket dredging, grapple rip rap operations, pile
driving, general lifting, and personnel handling. In addition to duty
cycle capability, the crane shall be capable of lifting a hook load of
50 short tons at 60 feet radius. The constructed crane shall be
certified by the ABS (American Bureau of Shipping) for compliance with
the ABS Guide for the Certification of Cranes. The acquisition will be
performed as a "Best Value" procurement using the negotiated process
under Part 15 of the Federal Acquisition Regulations. This will be a
competitive negotiation. The Government will award a contract to the
responsible offeror whose proposal, conforming to the requirements of
the solicitation, offers the BEST Value to the Government with respect
to the features described in the solicitation as "most desirable".
Proposals will be evaluated by their merit on the following factors,
which are listed in descending order of relative importance: technical,
cost, management, and past performance. The technical section of each
proposal will be weighted more heavily that the cost portion which will
be weighted more heavily than the management section which will be
weighted more heavily that the past performance section. More
informative evaluation criteria will be included in the solicitation.
The issue date for the solicitation is on, or about, June 30, 2000,
with proposal due on or about Aug. 1, 2000 by close of business.
Solicitation documents will be furnished on CD-ROM only; hard copies
will not be available. Offerors are responsible for printing paper
copies of the solicitation. One copy of the CD-ROM will be furnished to
each requestor at no charge. Requests for a CD-ROM shall be made by
registering at the Web site listed below. Alternatively, requests may
be submitted by fax to (215) 656-6780 or 6798. All requests must
include a physical street address, telephone number, fax number, point
of contact, and business size. Additional copies of the CD-ROM will be
provided at a charge of $5.00/CD. Checks must be made payable to "USACE
Finance Center, Millington" to the above address. Your firm's Federal
Tax Identification Number must be written on the check. Personal checks
must be annotated with the individual's SSN. Offerrors may view and
(or) download this solicitation and all amendments from the Internet at

distribution for the solicitation is the CD-ROM. This is an
unrestricted procurement. The SIC code is 3531 and the small business
