This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F08635-00-R-0094 is a Request for Proposal (RFP) based on provisions and clauses in effect through Federal Acquisition Circular 97-18. A Firm Fixed Price (FFP) contract is planned. Bids from foreign sources are anticipated. The Government intends to award multiple contracts for Contract Line Item Number (CLIN) 0001, at least one of which will be to a small business possessing SIC Code 3433 with fewer than 500 employees, which submits an acceptable proposal. The Government will conduct verification tests on the heaters, and subsequently award option CLINs only to the single contractor whose heater the Government determines to represent the best value, considering technical capability, past performance, logistics/supportability, and price.CLIN 0001 Fuel-Fired Heaters for Test, Qty 1 Lot. F.O.B. Destination, Eglin AFB, FL. Delivery not later than (NLT) 4 months after contract award (ACA). Each heater shall be an indirect, fuel-fired (JP-8), forced-air heater which shall be sited outside a lightly insulated (R = 3) arch-shaped, tensioned-fabric shelter. Each heater shall include an appropriate interface to the supply and return ducts of the shelters. Heater performance requirements and shelter specifications are listed below in paragraph (i). 1 Lot is defined as enough heaters to supply heat to a single medium shelter. One hard copy of the installation, operation, and maintenance manual(s) shall be included with each heater. Option CLIN 0002 Supplemental Data, Qty 1 Lot. F.O.B. Destination, Eglin AFB, FL. Initial delivery NLT 4 weeks after option exercise. The contractor shall develop supplemental technical data to provide sufficient documentation for the Government to support the organic maintenance requirements identified in paragraph iii below (reference to MIL-HDBK-1221 is suggested). Data delivery shall consist of 1 hard copy of all supplemented commercial manuals, parts lists and drawings. In addition to the hard copy, a master digital delivery in PDF format is desired. The Government will review the data for accuracy and completeness and provide corrections/revisions for incorporation back to the contractor within 90 days of receipt. Final delivery, with corrections/revisions incorporated, shall be NLT 90 days from receipt by the contractor of the Government_s corrections/revisions.Option CLIN 0003 Fuel-Fired Heaters. Qty Variable. F.O.B. Origin. Delivery to begin NLT 3 months after option exercise, completing NLT 9 months after option exercise. Provide firm fixed prices for heater quantities sufficient to serve 1 to 300 small shelters. Provide quantity price breaks where appropriate. Most probable heater quantity is 200 The contractor shall provide one installation, operation and maintenance manual, including all supplemental data developed under Option CLIN 0002 with each heater. Heater performance requirements are listed below in paragraph (i). The contractor is expected to apply to DLA for stocklisting and/or establish the heater on a GSA schedule.Option CLIN 0004 Pre-Operational Support (POS). Qty 1. F.O.B. Destination, Eglin AFB FL. Delivery as required. The contractor shall provide maintenance and repair support for the heater during Government testing. This support shall be provided _on-call, as required_ to resolve/repair major or catastrophic failures, including replenishment of components expended from the spares/repair kit. Response time from notification to arrival at the site shall be not more than 48 hours from notification by the Government Contracting Officer. POS shall be priced in increments of one month.Option CLIN 0005 Interim Contractor Support (ICS). Qty 1 Lot. F.O.B. Origin. Begin delivery immediately upon option exercise. The contractor shall provide ICS at the contractor_sfacility, inclusive of all repairs, support equipment, and investment and expense spare parts for all heaters procured under CLIN 0003. ICS shall be priced in increments of one year.Option CLIN 0006 Technical Training Support. Qty 1 Lot. F.O.B. Origin. Delivery as required. The contractor shall provide training support to the Government covering but not limited to the following topics: Theory of operation, operating and maintenance procedures, troubleshooting and fault isolation, preventative maintenance and servicing, repairs, safety, assembly, installation, tear-down, safety, and reconstitution. Technical Training Support shall be priced in increments of days of training required for classes of 20 people each.Option CLIN 0007 Spares/Repair Kit. Qty Variable. F.O.B. Origin. Deliveries to begin NLT 3 months after option exercise, completing NLT 6 months after option exercise. The contractor shall identify and provide Spares/Repair Kits in the configuration identified by the contractor based on analysis. The Spares/Repair Kit is that set of spares/repair parts that will sustain a group of deployed heaters for 60 days of continuous use. These kits could be stored internal to each individual heater or carried in an external container for a group of heaters. The contractor should use a simple repair level analysis to determine which option would better suit their heater.(i) Heater Performance Requirements: Provide heat for Small and Medium Shelters. Each shelter is an expandable, soft-wall modular facility, arch-shaped, supported by a free span, aluminum frame structure, covered with vinyl fabric, R3. The Small Shelter is 20_Wx32.5_Lx10_H, 650 sq ft floor space. The Medium Shelter is 29.5_Wx52_Lx15_H, 1534 sq ft floor space. Each shelter has multiple 16 inch diameter openings for supply and return air ducts. The heater shall be indirect, fuel-fired (JP-8), forced air, thermostatically controlled, corrosion resistant, operate at least 12 hours at maximum fuel consumption without refueling, have built-in flame-out andover-heat protection, 120 VAC, 80% efficient (minimum), and be maintained and repaired with common hand tools. A single heater is desired for both shelter sizes (plan 1 heater for the Small Shelter and 2 or 3 for the Medium Shelter.) Capable of operating against variable external static pressure of 1.0 to 4.0 inches of water and delivering variable amounts of fresh air from 0-225 cfm. In maximum heating mode, the heater noise shall not exceed 70 dbA, 5 ft. from the heater measured at ear level (5_ 0_). Electrical circuitry shall be protected from the effects of fungus growth and moisture. Each heater shall include a 25 foot length of 16 inch (inside diameter) insulated, flexible duct which can be cut to match specific heater siting. Additionally four duct clamps to secure the ducts to the heater, or heater interface, and to the shelter shall be included with each heater.(a) Heating Performance: Maintain temperature within the shelter not lower than +65 degrees F measured at the shelter return air duct when ambient outside temperature is _25 degrees F and sustained wind is 50 mph. (b) Transportation/Packaging: The contractor shall optimize the equipment packaging for transport to be compatible with the 463L material handling system, and the C-130 aircraft. The heaters must be containerized or sufficiently ruggedized for unprotected outside storage, and adaptable for stacking and transport on the 463L pallet system and within standard ISO Type 1C shipping containers.(c) Warranty. The contractor shall provide a standard commercial warranty and include their warranty documentation in their proposal for evaluation.(d) Storage: Stored heaters shall have covers or other inherent means to prevent damaging effects of weather and intrusion of rodents, birds, etc. (e) Configuration Management: The contractor shall maintain configuration control; however, notification and description of any changes to the heater configuration, components, equipment, and documentation shall be provided to the Government within 30 days of thechange implementation IAW DID number DI-CMAN-81553/T.(ii) Documentation: The contractor shall provide in the proposal all commercial technical manuals (CTMs), drawings, schematics, parts lists, etc. available on the equipment (Portable Document Format (PDF) preferred). The Government will review the commercial technical manuals (CTMs) for accuracy and completeness in accordance with MIL-HDBK-1221. If appropriate, the Government will submit to the contractor a request for supplemental data (see Option CLIN 0002) to be used in conjunction with the CTMs. Additionally, the contractor shall provide in their proposal all existing Reliability, Availability, and Maintainability data, including, but not limited to Mean Time To Repair, Mean Time Between Failure, and Mean Time Between Critical Failure on the proposed heater. Contractor summary format is acceptable.(iii) Support Concept: The Government intends to perform organizational/field level maintenance to include servicing, removal, and replacement of defective parts, preventive maintenance actions, and operational checkout procedures in the field. For all other maintenance beyond the capability of the organizational user, the item will be returned to the manufacturer for repair or disposition. The offeror shall provide as part of their proposal an outline detailing how parts are presently ordered, processed, billed, shipped, and delivered to their existing customers at any location throughout the world. The offeror shall identify the approximate time required to process and deliver, a) routine parts requests and b) priority parts requests to stateside and overseas locations. The offeror shall also identify if their parts have previously been screened and cataloged through General Services Administration or other Government agency.(iv) Reviews: The contractor shall propose and provide support for the following reviews on the dates and at the contractor_s facility: (a) Post Award, within 30 days ACA; (b) Program Management/Supportability Reviews, every 2 months ACA for up to 1 year.(v) Other Instructions: The following FAR clauses apply to this solicitation: 52.212-1, Instructions to Offerors _ Commercial; 52.212.-2, Evaluation _ Commercial Items; (Evaluation will be based on Technical, Price and other Factors); 52.212-3, Offeror Representations and Certifications (Offerors shall submit a completed copy of the Representations and certifications with their offers);_ Commercial Items: 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders _Commercial Items. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following equally important factors shall be used to evaluate the initial offers: a) Technical Capability of the item offered to meet the Government_s requirements; b) Past Performance of the Offeror; c) Logistics/Supportability; and d) Price. The selection of a single Offeror for the production option will be based on the same criteria except the Technical Capability evaluation will be updated with the results of the Government_s verification test.
