6.302-1, the U.S. Environmental Protection Agency intends to seek a
quotation on a SOLE SOURCE BASIS from Rupprecht & Patashnick Co., Inc.
for three (3) model 6125 Automated Particulate Matter Samplers. These
particulate matter samplers will be used to accurately investigate
continuously regenerable trap (CRT) diesel particulate emissions
without the need for manual filter handling. The Government's minimum
requirements for these automated samplers are as follows: (1) Each
sampler's capacity shall not be less than 10 isolated filters per
cartridge change. The filter holders shall be of the single filter
configuration, and shall be compatible with 47mm diameter Pallflex
TX-40 filters. (2) The samplers shall be designed to provide at least
100 slpm leak-free flow across the entire sampling system at up to 150"
H2O pressure drop across the system. (3) The samplers shall be designed
to provide continuous filter face temperature + /- 3 degrees C and
filter dP data + /- 0.5" H2O, and shall be designed to accumulate total
standard volume flow +/- 1.5% of setpoint (20-100 slpm) across the
filter during sampling. (4) The samplers shall be software controllable
such that volume flow rate, sample start, sample stop, purge start,
purge stop, leak-check, and filter change, can be synchronously
triggered from a single remote host computer. (5) The samplers shall
have a sample bypass feature such that the mass flow controller will
have continuous flow prior to sampling. The samplers also have a purge
feature such that the sample probe is purged with air when the sampler
is not sampling. (6) The samplers shall provide a means to associate
filter ID to the recorded temperature, pressure, elapsed time, and
total flow data, and the samplers shall provide a means to
electronically transfer this data to a host computer. The initial
evaluation sampler will be required no later than ninety (90) days from
the purchase order issue. Delivery of the remaining samplers shall
occur no later than sixty (60) days after EPA and the contractor agree
on any minor modifications to the originally delivered evaluation
sampler. This procurement will be accomplished under FAR Part 13,
Simplified Acquisition Procedures. Interested firms may identify their
interest and capability to respond to the requirements. This notice of
intent is not a request for competitive quotations. A determination by
the Government not to compete this acquisition based upon responses to
this notice is solely within the discretion of the Government. Sources
