ANNOUNCEMENT SOL N68936-00-T-0167 DUE 063000 POC James L McCormick,

N68936-00-T-0167 for software and software maintenance. The Naval Air
Warfare Center Weapons Division (NAWCWD), China Lake, CA, seeks a more
thorough understanding of the capabilities of commercially available
financial management software. To that end, NAWCWD is taking the
following actions: (1) RFQ N68936-00-T-0167 for DIFMS software and
software maintenance is hereby cancelled. (2) Potential sources are
sought for software and software maintenance for the Defense Industrial
Financial Management System (DIFMS). The Schedule Number for this
Sources Sought announcement is N68936-00-R-0006. This is NOT a Request
for Proposals, it is a "Sources Sought" announcement issued only for
information and planning purposes to identify potential sources for the
acquisition of these products. Information submitted by interested
parties will be used to assist NAWCWD in its survey of the commercial
marketplace. Unless they wish to update their original responses,
respondees to the first announcement appearing in the Commerce Business
Daily (CBD) May 25, 2000 and Amendment 0001 appearing in the CBD June
8, 2000 need not resubmit a statement of interest and capability, since
the original responses are already on file. The Government's
requirements are as follows: Software for Microsoft NT server; software
for web server; viewing software license for 250 concurrent users for
internet and desktop viewing; 50-user license for analysis; 10 days
on-site support; 1 year software maintenance for first year; option for
one additional year of software maintenance. Software capabilities
shall include but are not limited to the following: Retain the original
format of each document i.e., the original document will not be
converted in any way in order to store the document; restrict any
modifications to the original document, i.e., safeguard and guarantee
the integrity of the original source data; no document-embedded
security rules i.e., security rules can be applied but should be
independent and not embedded in the document for which those rules
apply; does not store archives in a proprietary RDBMS; complete server
transparency, i.e., enables a document to be located and retrieved
without the user knowing where it is stored while providing platform
independence by allowing users to simultaneously view documents on
multiple servers in multiple formats, including character, laser
print-format, or image; extract specified fields from multiple original
DEPCON files and PDF-formatted documents and sort, perform arithmetic
calculations, graph, and analyze the extracted data; save extracted
data into a native XLS format without any customer code, additional
user manipulation, or the aid of Excel wizards; FAX directly from the
desktop; download and print a single page from the browser without
having to perform the action on the entire document; use all Windows
utilities i.e., cut, paste, find, etc.; and index documents in any way
i.e., provide the ability to index documents independent of the
document or server, regardless of format, across varied retention
periods, in a virtual format, for example, provide the ability to
create a virtual folder that archives Word, Excel, PDF files and text
reports where each document could have a different retention period and
be archived on different media, but could still be retrieved by a
single set of indexed criteria. Due to budgetary restraints, total cost
may not exceed $500,000.00. The contractor should appropriately mark
any data that is proprietary or has restricted data rights. Responses

licensing structure, pricing structure, and a non-binding estimate of
approximate cost. At this information-gathering stage presentations are
not expected to exceed two working days. Closing date and time for this
Sources Sought announcement is June 30, 2000, 3:00 p.m., PDT, after
which no responses or requests for presentation/demonstration
scheduling will be accepted. The Government will not pay for any effort
or materials expended in responding to this announcement. All
information submitted shall become the property of the Government. This
announcement does not obligate the Government to issue a solicitation
or award a contract for any items for which information is voluntarily
