This a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.6 as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Patent and Trademark Office plans to award a simplified acquisition to Computer Associates International Inc. of Bloomington, MN. This effort will include 70 additional licenses of DecisionSuite with twelve months of maintenance as well as twelve months of maintenance on existing DecisionSuite licenses already in use at the Patent and Trademark Office. Computer Associates is the sole source for this proprietary software product as well as the only provider for maintenance of the products procured. DecisionSuite is a critical component of the PTO's Executive Information System currently in operation. Thisannouncement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-18, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A firm fixed priced purchase order will be issued as a result of this procurement.
