intends to negotiate a sole source contract with Puget Sound Clean Air
Agency, 110 Union Street, Suite #500, Seattle, WA 98101 for the
analysis of data to determine sources of toxic chemicals associated
with ambient and human exposure to fine particles (PM 2.5). This
project will include unique data sets from past source apportionment
studies and long term aerosol characterization study using the IMPROVE
protocol at the Beacon Hill site in Seattle that only the Puget Sound
Clean Air Agency (PSCAA) has. Puget Sound Clean Air Agency has been
the only known source for several years of speciated fine particle data
in the Puget Sound including the Seattle Area and Beacon Hill site.
With their knowledge of air pollution in Puget Sound and their
expertise on the design and use of data for source receptor modeling
applicable to this geographic area PSCAA is believed by EPA to be the
only source capable of providing the required support. The circumstance
permitting Otherthan Full and Open Competition Justification is FAR
6.301-2, "Only one responsible source and no other supplies or services
will satisfy agency requirements". The period of performance is
expected to be from date of award, estimated to be July 05, 2000
through July 30, 2001. All interested parties who believe they can
provide the required services should fully explain their capabilities
and qualifications in writing within 15 days from the date of this
announcement. The intent of this synopsis is to determine if any
source(s) exist and, therefore, no RFP is available. Consequently, any
response(s) failing to provide the aforementioned data but instead
choosing to merely submit a routine letter requesting a copy of the RFP
