for Night Vision/Reconnaissance, Surveillance & Target Acquisition is
conducting a worldwide survey of vendors who shall provide for
engineering and prototyping services for the Government in support of
the M1A2 Second Generation FLIR Program. The contractor shall provide
all labor, materials, facilities and other services necessary to build
three prototype Second Generation FLIR Biocular Image Control Units
(BICUs) and subsequently test and evaluate these items against the
Government's performance requirements. The BICU is one of three Line
Replaceable Units (LRUs) of the Second Generation FLIR Thermal Imaging
System (SGTIS) for the Army's M1A2 SEP tank. The BICU mounts into the
M1A2 Gunner's Primary Sight and provides FLIR control and image
display for the SGTIS. Mil-Prf-12978041, Performance Specification for

Profile. The contractor shall provide engineering and prototyping
services to the Government in support of the Second Generation FLIR
program. Work shall be completed in Three Phases, with authorization
from the Government required prior to start phases two and three. Test
Plans, procedures, and reports shall be required in each phase. In
Phase I the Contractor shall build one BICU and test unit performance
against established performance requirements in an Environmental Stress
Screening (ESS) and Acceptance Test (AT) program. In Phase II the
Contractor shall build and test two additional BICUs. In Phase III the
Contractor shall perform a formal Qualification Testing program, for
the purpose of demonstrating compliance with the requirements of
Mil-Prf-12978041 and12987741. All interested sources shall submit a
