dlum@IBB.GOV. The Broadcasting Board of Governors (BBG), International
Broadcasting Bureau (IBB), Office of Cuba Broadcasting (OCB), has a
requirement for a Contractor to: 1) conduct sociological field surveys;
and 2) establish and maintain a contact database of Cuban travelers.
The database shall include information gathered from newly arrived
Cuban emigrants who meet the criteria described below. FIELD SURVEY.
The Contractor shall conduct interviews of newly arrived Cuban
travelers at various locations within the Miami area in order to
identify the problems of the incoming Cubans as they relate to the
political and economic conditions of Cuba. The Contractor shall
identify ALL sources that provide any assistance to Cuban travelers
arriving in the Miami area for inclusion in the interview. DATABASE.
The Contractor shall develop a database of demographic and address
information gathered from newly arrived Cuban nationals including
sources who provide them assistance in the U.S. The above noted
database will be used by the Government to recruit participants for
audience research surveys and focus groups. The Contractor shall be
responsible for providing all labor, supplies, equipment, materials,
travel, and all other miscellaneous items needed to perform the
requirements described herein. CONTRACTOR QUALIFICATIONS. The
Contractor shall have five (5) years of demonstrated experience
conducting field survey work and development of databases as described
above. The Contractor shall setup and/or staff an operational facility
within a 25 mile radius of OCB offices located at 4201 NW 77th Avenue,
Miami, FL. The Contractor's staff shall include fluent
Spanish-speaking interviewers who are knowledgeable of the political
and economic conditions in Cuba. CONTRACTOR PAYMENT. Payments on this
contract will be made for successfully completed interviews with
qualified Cuban travelers. Cuban travelers qualifications will be based
on their media habits, media preferences, and reaction to survey
questions. The Government anticipates the award of a firm-fixed price
(FFP) indefinite delivery indefinite quantity (IDIQ) contract. Delivery
terms: Base Period will be one year from date of award with four (4)
consecutive one-year renewal options. It is anticipated that the
Request For Proposal (RFP) BBGCON0900S5129 will be released
approximately July 5, 2000. No telephone requests for this solicitation
