ANNOUNCEMENT The University of California, Ernest Orlando Lawrence
Berkeley National Laboratory (LBNL), which is operated under Prime
Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE),
intends to subcontract for Architect-Engineering services for the
Sitewide Water Distribution Upgrade Project -- Phase 1. Construction
cost range for the project is $4,500k -- $5,000k. Berkeley Lab's High
Pressure Water (HPW) system is the primary source of water for the
entire LBNL labsite. The system was installed primarily in the early
1960's and consists of 6 miles of piping including 0.9 mile of 6-in.
cast iron main pipe, 3.9 miles of ductile iron pipe, and 1.2 miles of
8-in. and 12-in. cement-lined and coated steel pipe as well as valves,
fittings, meters, five hydrants, pressure-reducing stations, vaults,
miscellaneous appurtenances, and two 200,000-gallon emergency fire
water tanks equipped with diesel pumps. The system supplies over 100
buildings and facilities located in the Berkeley hills. As one of
Berkeley Lab's most important infrastructure systems, its reliability
is critical to Berkeley Lab's research mission. The Sitewide Water
Distribution Upgrade Project -- Phase 1, will correct performance
deficiencies in the HPW system to assure an ample water supply under
normal operating conditions and during fire and earthquake emergencies.
Seismic upgrades to two existing 200,000 gallon steel water storage
tanks will be required. In addition to protecting the Life Sciences
Research Area, the project's new East Canyon water storage tank and
access road will give urban firefighters a water source and access to
the wildland fires buffer zone. This is not a request for quotation. It
is an announcement for subcontracting opportunities with the University
of California, Ernest Orlando Lawrence Berkeley National Laboratory.
SCOPE OF SERVICES: The work includes but is not limited to:
Professional engineering services including alternate design
approaches, analysis and review of health, safety, and environmental
aspects of the project, preliminary and final construction documents
including drawings, specifications, cost estimates, value engineering,
preparation of record drawings, attendance at meetings scheduled for
design reviews or coordination, and engineering support during
construction. Supplemental Construction Management services under the
direction of the Berkeley Lab Project Manager during design and
construction of the project including: preparation of a cost estimate,
which will require updating at multiple intervals during the design
phase. constructability review of design documents including
recommendations for alternative solutions to reduce costs or improve
constructablility, or schedules, preparation of a preliminary
construction schedule based upon information available during the
design phase, review of vendor submittals for conformance with design
drawings and specifications, preparation of cost estimates to establish
reasonable amounts of increase or decrease in contract price or
schedule caused by construction contract modifications, documentation
control of correspondence, requests for information, submittals, design
changes, contract coordination of the resolution of design and
construction field issues, and monitoring of the effective maintenance
of as-built drawings during construction. Project Scope Summary: a)
Replacement of cast iron waterpipe with 8-in. ductile iron pipe. b)
Electrical isolation of existing ductile iron service lines to
buildings to arrest corrosion, and replacement of 6-in. fire service
risers. c) Cathodic protection or electrical isolation of 8-in. and
12-in. cement-lined coated steel pipe. d) Replacement of approximately
80 leaky isolation valves, including 8-in., 10-in. and 12-in.
butterfly valves. e) Replacement/addition of pressure reducing
stations. f) Seismic upgrade of existing fire protection steel water
storage tanks and application of epoxy coating to interior surfaces. g)
Installation of a new steel water storage tank, with an access road,
for fire protection in the East Canyon area. The access road is
approximately 20' wide by 1400' long and requires cut and fill
construction, paving, and drainage improvements. h) Demolition and
removal of any hazardous materials encountered including contaminated
soil. Minimum Requirements: In order to qualify, candidates must meet
the following minimum requirements: a. Location: The Principals and
individuals assigned to this project from the primary firm and all of
its sub-consultants (if any) must be permanently located within
seventy-five (75) air miles of Berkeley, California. b. Documentation
Compatibility: The primary firm and sub consultants must be able to
generate, receive, or convert documents into Microsoft WORD, Microsoft
EXCEL, Microsoft Project, and AutoCAD (version 14). c.
Qualifications/Collaboration: All work must be sealed by a California
Registered Engineer of the appropriate discipline. The primary firm and
any sub-consultants must have worked together on at least one project
with similar scope in the past two years. Selection Criteria: For firms
meeting the above minimum requirements, the following criteria shall be
the basis of selection. The criteria are listed in descending order of
importance. 1) Assignment of Personnel: The principal and individuals
assigned to this project must demonstrate their successful experience
in designing and providing construction management services on similar
projects within the last five years. The projects should involve high
pressure water distribution systems, contaminated soils removal,
cathodic protection, seismic upgrades of water storage tanks, road
design, drainage, earthwork, retaining walls and slope stabilization.
2) Firm Experience: The primary firm shall list at least two projects
completed within the last 5 years, designed and constructed, with
specific experience that involves high pressure water distribution
systems, cathodic protection, seismic upgrades of water storage tanks,
contaminated soil removal, road design, drainage, earthwork, retaining
walls and slope stabilization. The firm shall describe each project and
specify the role and responsibilities of the personnel assigned to the
project. Special consideration will be given to firms that are
assigning the same personnel from these projects as those listed under
Item #1 above. The two projects shall be listed in the Standard Form
SF 255. A comparison chart of the planned vs. actuals for scope,
schedule, and budget and any other supplemental information necessary
to address this criteria shall be submitted. 3) Affirmative Action:
Ability of the primary firm to further the University's small,
disadvantaged or woman-owned business affirmative action objectives by
virtue of its ownership. Interested firms meeting the requirements
described above must submit four (4) completed copies each of U.S.
Government Standard Form 254 and 255. They may also submit four (4)
copies of any supplemental information necessary to further address the
Selection Criteria. Submissions: Submissions must be received by 4:00
p.m., Wednesday, July 19, 2000. Submissions that are received after the
time and date specified or with insufficient copies of the 254/255
forms may not be considered. Facsimile copies of the submittal will not
