Standards and Technology (NIST) intends to negotiate on a sole source
basis with Wen, Hagley and Associates for fabrication of two Wavelength
Division Multiplexing (WDM) transport links and provide consultation
services on WDM test and measurement technology and multi-protocol
labeled switching over lightwave technology. This acquisition is to be
completed under the authority of Federal Acquisition Regulation (FAR)
Part 13-106-1(b), Solicitation from a single source. The principles of
the proposed contractor, Jesse Wen and Edward Hagley, have many years
experience in optoelectronic systems test and measurements. Jesse Wen
also has significant experience in the WDM network technology. This
purchase order is a follow on to a previous contract effort with Wen,
Hagley & Asscociates in which they developed a testbed for the Advanced
Network Technologies Division. The period of performance will be from
the date of award through six months thereafter with two options which
if exercised would extend the period of performance an additional two
months. No solicitation will be issued. NIST anticipates awarding a
purchase order on or before July 3, 2000. Interested persons may
identify their interest and capability to respond to the requirement.
This notice of intent is not a request for quotations. However, all
responses received within the response date, will be considered by the
Government. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Written responses to this synopsis
shall contain sufficient documentation to establish a bonafide
capability to fulfill this requirement. If you should have any
