LAWSON SOFTWARE FOR THE MATERIALS MANAGEMENT, INVENTORY MANAGEMENT

TGaither@cc.nih.gov. The Clinical Center (CC), of the National
Institutes of Health (NIH), Bethesda, Maryland Campus, intends to
negotiate on a sole source basis, under the Authority of 41 U.S.C. 253
( c )( 1 ), as set forth in FAR 6.301-1, Commercial Services for the
continuing maintenance and technical support of software developed for
the NIH, CC, Materials Management Department, by Lawson Software.
Lawson Software has developed and Inventory Management System
specifically to meet the needs of the NIH, CC, Materials Management
Department. This product is licensed between Lawson Software and the
NIH, CC, Materials Management Department. Lawson Software has all the
current updates, upgrades, and patches required for the maintenance,
repair and technical support of the software. The successful contractor
shall be required to correct any error, malfunction or defect in the
operation of the software to enable the software to materially or
substantially perform in accordance with the documentation. The
contractor shall also provide the current release of the source code
and object class code, product defect repairs, enhancements, and new
releases, and any documentation for the software products as they
become available from Lawson. The NIH, CC, Materials Management
Department must have access to: (a) standard telephone support, which
includes general technical information and assistance with problem
determination, isolation, verification, and resolution during the hours
of 7:00 AM to 7:00 PM Central Standard Time, excluding weekends and
holidays, and (b) limited telephone support which includes, in a
production environment, mission critical and systems-down application
and technical support during the hours of 7:00 PM to 7:00 AM Central
Standard Time, Monday through Friday, 24 hours per day on Saturday and
Sunday, and 8:00 AM to 5:00 PM Central Standard Time on United States
Holidays excluding December 25. Maintenance support is required for
the following products: UNIX-Environment Case, UNIX-Desktop/Developer,
UNIX-Micro Focus Compiler, UNIX-Procurement Process Suite, and
UNIX-Internal Procurement Center. The products identified were
purchased and developed under NIH contract number NO2CL90004. The
performance period is anticipated to be for (1) one base year and (4)
four consecutive (12) twelve month option periods. The Contractor must
provide evidence of the ability to provide all proprietary software,
and technical knowledge of the products identified. It is the
Government's belief that this requirement can only be met by Lawson
Software. The solicitation will be issued on or about July 5, 2000 with
a closing date approximately 30 days after issue. All responses to this
notice must be written. Oral communication is not acceptable and will
not be honored. Any other firm believing it has the ability to meet the
Government's requirement is invited to respond to this notice by
furnishing clear and convincing documentation demonstrating their
ability to meet, at a minimum, all stated performance and capabilities
to accomplish the proposed contract action. A determination by the
Government not to compete this requirement based upon responses to this
notice is solely within the discretion of the Government. The
Government will not pay for preparation or submission of any
