The Government intends to purchase on a sole source basis an Unmanned Aerial Vehicle (UAV) Recovery System from Advanced Aerospace Technologies, Inc. (AATI), 54 Roane Lane, St. Louis, MO 63124. Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is conducting the Cutter-Over-The-Horizon (COTH) project with the United States Coast Guard (USCG). The objective of this project is to evaluate the utility of real-time surveillance video provided by a UAV. The USCG would like to install the UAV capability on small ships (80 feet or less in length) on which deck space is limited and a compact UAV launch and recovery system is required. The compact parasail launch and recovery system designed by AATI has been successfully tested using smaller UAVs. Previously, a DRAGON DRONE UAV was successfully launched; however, the recovery aspect of this system using a DRAGON DRONE UAV remains to be tested and must be compatible with existing equipment designed by AATI. Successful testing of this system would meet the USCG requirement to provide a UAV capability to smaller Coast Guard ships. AATI is the only company that provides this capability and holds a U.S. Patent for it. Award is to be made under Simplified Acquisition Procedures (SAP) on an all or none basis.
