Security Administration has the need for a contractor to provide all
labor, materials, equipment and supervision necessary to update the
power distribution panel directories and label equipment located at the
Social Security Administration, MetroWest Building, 300 North Greene
Street, Baltimore, Maryland 21201. This is a combined
synopsis/solicitation for commercial items (as defined by FAR 2.101)
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotes being
requested; however, a written request for quotes will not be issued.
This acquisition is subject to Subpart 13.5 regarding the application
of simplified acquisition procedures. This is a 100% small business
set-aside, issued as Request for Quotation Number SSA-RFQ-00-0276.
Quotes submitted from other than small business sources will be
rejected. All responsible small business sources may submit a quotes
which shall be considered. The SIC code 1731. The small business size
standard is $7.0 million. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-18. Quotation in response to this RFQ shall be submitted
by 3:00 p.m. local prevailing time, July 7, 2000. SCOPE: The contractor
shall trace and confirm 1100 branch circuits in the power distribution
panels located in the electric closets and mechanical equipment rooms
throughout the Metro West facility. The Project Officer shall identify
panels. Identify these circuits on a numbered index card corresponding
with the breaker number and to specific loads. The cards shall be
typed and placed in a plastic pocket for protection and shall be
secured to the interior side of the panel door. Hand written cards will
not be accepted. Identify and label equipment on each circuit using a
label maker that shall be furnished by the Government. At the
completition of the project, a typed master log showing panel
designation, panel and loadlocation shall be delivered to the Project
Officer. Also at the completition of the project, a list of defective
breakers, panel parts or shorted circuts found during the performance
of the project shall also be delivered to the Project Officer.
RESPONSBILITY: The contractor shall be responsible for all necessary
work permits and safety barriers. TIME OF PERFORMANCE: All work shall
be completed within 120 days of award. All work shall be performed
between the hours of 6:00 p.m. and 2:00 a.m. on weekdays or between
6:00 a.m. and 6:00 p.m. on Saturday and Sunday. The contractor shall
not hamper the normal building operations times which are 6:00 a.m. to
7:30 p.m. weekdays. SYSTEM WARRANTY: The contractor shall provide a
one year labor warranty for all work performed. INSPECTION: Prior to
start of work the contractor shall inspect all locations where work is
to be performed and notify the Project Officer in writing of
conditions detrimental to the proper and timely completion of the work.
The contractor shall not proceed with the work until all satisfactory
conditions have been corrected. COMPLETION: Upon completion of work as
outlined above, the contractor shall ensure that panels, equipment and
controllers opened during this project are closed and secured. Remove
materials, equipment and debris used to accomplish this project. The
use of Government trash receptacles is not allowed. SECURITY
CLEARANCES: Contractors personnel who require access to SSA facilities
shall be required to undergo a pre-screening investigation. This will
be conducted by the Government. Such investigation shall include a
statement of personal history. Non-US citizens shall be required to
provide a photocopy of their work authorization permit and Social
Security card. Accordingly, the contractor should select only those
persons who are likely to meet the suitability requirements in order to
reduce the likelihood that employee (s) will be found unsuitable and
not be allowed to work under the contract. The Government shall have
and exercise full and complete control over granting, denying,
withholding or terminating clearances for contractor employees. The
contractor shall allow five (5) working days after SPO (Security
Project Officer) receipt of the required forms for the pre-screening
process. TERMS AND CONDITIONS: The provision of FAR 52.212-1,
Instructions to Offerors-Commercial Items (March 2000) and below
applies to this acquisition, (a) Sic Code 1731, Size Standard $7.0
million; (b) (1) -- (b) (11); (c), (d), (f) and (g). Offerors are
required to include a completed and signed copy of the provision at FAR
52.212-3_Offeror Representation and Certifications-Commercial Items
(Feb 2000), with their quotation. FAR provision 52.212-4 Contract Terms
and Conditions_Commercial Items (May 1999); FAR 52.212-5 Contract Terms
and Conditions Required to Implement Statues Or Executive
Orders_Commercial Items (June 2000), (a) (1-3), (b) (12), (b) (13), (b)
(14), (b) (15), (b) (16), (c) (1-2) (d) (1-3) and (e) (1-4); FAR
52.245-4 Government-Furnished Property (short form) are incorporated by
reference. Wage determination no: 94-2247 (Rev 15) shall apply to the
services to be performed. EVALUATION CRITERIA: The award will be made
on a best value basis taking into account experience, past performance
and price. The Government may award to other than the lowest priced
offeror based on a trade-off among these factors. The offeror shall
submit three (3) references of similar projects completed within the
past three (3) years. SITE VISIT: A site visit is schedule for June 26,
2000 at 10:00 a.m. at the Social Security Administration, 300 North
Greene Street, Baltimore, Maryland 21201. A copy of the above
