The United States Coast Guard is the world_s pioneer and specialist in
the Long Range Navigation (LORAN) System. The responsibility for LORAN
operations was transferred from the Department of Defense to the Coast
Guard in 1974. The Coast Guard operates and maintains the U.S. LORAN
System to meet the needs of air, land, and marine users. The 1999
Federal Radionavigation Plan (FRP) announced that the government would
continue to operate LORAN in the short term, while the administration
evaluates the long-term need. To ensure continued operability, to gain
efficiencies of operation and support, and to improve the technical
capabilities of the LORAN system, the Coast Guard is considering the
initiative of the Service Life Extension Project (SLEP) for seventeen
(17) AN/FPN-64(V) and AN/FPN-64A (V) LORAN-C Transmitters, manufactured
by Megapulse, Inc., N. Billerica, MA. If initiated, the SLEP may
require certain technical improvements and/or upgrades to be
accomplished on subject transmitters in which specifications,
schematics or drawings are unavailable due to limited rights of
technical data. The purpose of this market survey announcement is to
solicit interest from industry to provide the following services: (1)
To improve design for the RF Switch Cabinet to increase reliability and
decrease switch operation time, (2) Improve design to the Transmitter
Operational Controllers (TOPCO) to facilitate servicing and remote
monitoring, (3) Improve design of components necessary to increase the
transmitter_s output power, (4) Improve design for Tailbiters to
facilitate serving, (5) Improve design of components necessary to allow
transmitted pulse rates in excess of 400 pulses per second, (6) Improve
design of components necessary to support Supernumerary Interpulse
Modulation (SMI), and (7) Replacement components necessary to support
Intrapulse Frequency Modulation (IFM). Under this request for
information, all responsible sources are encouraged to submit a
capability statement that sufficiently demonstrates qualifications,
capabilities, facilities, and previous experience relevant to
fulfilling the above requirement, in total, or in part. This
announcement is not a Request for Proposal. There will not be a
contract award(s) as a result of this request for information.
