The Naval Air Systems Command Headquarters (NAVAIR) has a requirement and intends to issue a modification under contract N00019-98-C-0040 with Lockheed Martin Aeronautical Systems (LMAS), 86 South Cobb Drive, Marietta, GA 30063 to develop, fabricate and install S-3B CAINS II/EGI/EFI and DC Power Upgrade modifications on the S-3B maintenance trainer Suites. This action will be negotiated on a sole source basis with LMAS under statutory authority of FAR6.302-1 (only one responsible source and no other services will satisfy agency requirements), as LMAS is the only company which possesses the necessary technical expertise, engineering drawings and data to provide the services in the required time frame.
