The Defense Finance and Accounting Service (DFAS) released Solicitation MDA220-99-R-6001 for the "DoD Military Retired and Annuity Pay" services on April 15, 1999. The purpose of the solicitation was to provide pay account maintenance and related services in support of military retirees and annuitants. The procurement was part of an Office of Management and Budget (OMB) Circular A-76 study. It was subsequently suspended on August 16, 1999 due to industry concerns on the complexity. At present, we are issuing a draft performance work statement (PWS), proposal preparation instructions and evaluation criteria in an effort to solicit industry comments and recommendations. It is our intent to provide vendors with a maximum amount of flexibility in providing a solution to the solicitation. The DRAFT sections of the solicitation will be published on the DFAS Web Site: http://www.dfas.mil/aso/. The draft is located under "Active Solicitations". The solicitation number has also been changed from MDA220-99-R-6001 to MDA220-00-R-6001. A cover letter providing additional information is included in the list of attachments. Vendors are advised that periodic updates will be posted to the web site. In addition to the draft, DFAS is providing potential vendors the opportunity to participate in an optional, informal advisory evaluation. The process, as described in Federal Acquisition Regulation (FAR) subpart 15.202, is intended to provide feedback on whether the Government considers the vendor to be a viable competitor based on its understanding of the requirements and corporate/team capability.
