Commission intends to procure the services of a qualified contractor to
update the Guidelines for Relating Children's Ages to Toy
Characteristics. The proposed procurement will require an expanded
literature search that shall include, but not be limited to, locating
and examining current toy catalogs (web-based and otherwise) from
various toy manufacturers; research on the development of children's
play activities and interests, including typical toy selections; and
other relevant toy, child development, educational, marketing,
advertising, and related literature, research, and information from
1985 through present. This is an unrestricted procurement. The SIC code
is 8999 (services, not elsewhere classified) with a small business size
standard of $5.0M. The small business size standard is provided so that
interested sources can appropriately represent themselves as small or
large. A firm-fixed-price, simplified acquisition is contemplated and
will be processed in accordance with the Federal Acquisition
Streamlining Act as implemented by Part 13 of the Federal Acquisition
Regulations. Request for Quotation (RFQ) No. CPSC-Q-00-5200 will be
released on or about July 5, 2000 with written quotations due on or
about August 4, 2000. All responsible sources may request a copy of the
RFQ by fax at (301) 504-0628 and submit a written quotation which shall
be considered by the agency. No telephone requests for copies of the
RFQ will be accepted. The government will not pay any cost for the
preparation and submission of a quotation. The final award decision may
be based upon a combination of price, demonstrated ability to perform
the work, demonstrated ability to provide high quality work products,
past performance in similar or related work, and other evaluation
factors as specified in the RFQ. The award date will be on or about
