SUPPORT CENTER, sbuford@psc.gov. The Substance Abuse and Mental Health
Services Administration (SAMHSA), Center for Mental Health Services
(CMHS) through the Program Support Center, Division of Acquisition
Management, ADP Acquisitions Branch knows of one source, Human Services
Research Institute, capable of developing a computerized budget
simulation/resource allocation model for projecting the costs and
potential cost offsets of implementing jail/prison diversion for
offenders with mental illnesses. The budget simulation/resource
allocation model shall accomplish the following goals and objectives:
1) document representative examples of target service configurations
for persons with serious mental illness who have criminal justice
system contacts. 2) document the representative costs of target service
configurations. 3) document models of changing functional status and
service needs of persons with serious mental illness who have criminal
justice system contacts. 4) document expected outcomes and offsetting
costs or persons with serious mental illness who have criminal justice
contacts who receive the target service configurations. 5)develop a
computer model that uses service configuration, cost, dosage,
functional change, outcome and cost offset data to project the
potential costs, community benefits and savings of implementing jail
diversion and related programs, using community-specific assumptions
about cost, target population and service utilization as desired. The
Health Services Research Institute has a clear and concise
understanding of the structure and content of the Jail Diversion Study
database and how to augment that information into the model, they
understand the complex equations of population, service array, outcome
and cost variables that are required by the model and they have
already developed, tested and used the critical Resource Associated
Functional Level Scale (RAFLS), all of which are key building blocks
for the resource allocation model. The Government intends to negotiate
an award on a sole-source basis utilizing simplified acquisition
procedures with Human Services Research Institute, 2336 Massachusetts
Avenue, Cambridge, MA 02140. The authority is 41 U.S.C 253(c)(1), only
one responsible source and no other supplies or services will satisfy
agency requirements. This is not a formal solicitation for proposals.
However, firms having the ability to satisfy this requirement must
submit written notification that demonstrates their ability to do so.

are received within fifteen (15) days from the date of this synopsis,
