Department of the Army, US Army Engineer District, Buffalo is seeking
to contract for the development and administration of a part-time
leadership/management development program for individuals who aspire to
and have potential for a team leader or first supervisory position or
who are in those positions now. The primary goal is identification and
development of a pool of high potential leaders for the Corps of
Engineers to draw upon in the future. The program will be monitored and
administered by a single point of contact from the Contractor's staff
who will be called the Program Administrator (PA) for the purposes of
this contract. The focus of the program should be directed toward, but
not limited to, developing people skills, exploring leadership
traits/components, motivating employees, project management, developing
supervisory accountability, prioritizing resources, and managing
change. It shall include a segment (3 hours) each for financial and
human resource management in which Corps personnel will participate in
the presentation. The program should be set up so that involvement is
continuous. For example, if classes meet monthly, there should be
tasks or assignments that need to be accomplished during the month
before the next meeting. A shorter, more concentrated program is also
acceptable if it will be more effective in providing the training for
10-15 Buffalo District employees who may have varied educational
backgrounds. The students will represent a variety of disciplines
including, but not limited to, technicians, scientists, engineers and
administrative personnel. Those interested in receiving this
