Sources Sought Last Update: N/A Requirement. The Air Force is seeking
small business sources to support Foreign Military Sales training
requirements and requests answers to a few basic questions regarding
the capabilities of small businesses that may be potentially interested
in this effort. The Air Force is interested in learning whether small
businesses can provide the following services: SCOPE a. Various Foreign
Military Sales customers may require training and technology transfer
in support of their weapon systems, associated support equipment and
software on a continuing basis. This requirement shall be for
contractor-provided, Type 1 special training, procured by the Air
Education and Training Command under the auspices of the Security
Assistance Training Program. Unless otherwise specified all instruction
and technical information shall be in the English language.
Subcontracted vendor training may also be procured through the prime
contractor. Training integration services may also be ordered. b. One
company, or a combination of a prime and subcontractors depending on
capabilities, may provide training requirements. Training will be
required on all aspects of a system including test equipment, support
equipment, engines, and aerospace ground equipment (AGE.) Known systems
that may require support are C-47, F-5, F-15, F-16, T-37, T-38, C-130
aircraft; AIM-9, AIM-7, AIM-120, AGM-65, AGM-142 missiles; C4I, all
types of ground-based radar, navigational aids, and flight training
devices. Training and support services may be provided at the
contractor_s facility, at another site in the United States, or in a
foreign country. Student housing, local ground transportation, and
airline tickets for students (CONUS training only) may be ordered, as
customer requirements are known. Typical requirements may include all
or part of, but not necessarily limited to, the following: (1)
Organizational Level Academics and/or Structured On-The-Job-Training
(2) Intermediate Level Academics and/or Structured On-The-Job Training
(3) Depot Level Academics and/or Structured On-The-Job-Training (4)
Engineering Training (5) Pilot/Aircrew Ground School, Flight Simulator,
Basic Flight, Advanced Flying (to include Instructor Pilot) (6)
Training Materials/Instructor Materials (7) Student Housing (8) Student
Ground Transportation (9) Student Airline Transportation (to vendor
locations in the Continental U.S.) (10) Support of Country Liaison
Officer (CLO) (11) Miscellaneous Procurement to support training (12)
Technical Assistance and Administrative Support (TAAS) (13) Training
Integration Services Training: a. The objective of training is to
provide the necessary skills to operate and maintain these systems,
subsystems, and related support equipment. Training shall be to the
level necessary to allow students a thorough understanding of their
specialty requirement so that at the end of their training they can
perform all tasks identified in applicable technical data with a
minimum of supervision. This description is generally applied to
Organizational (O) and Intermediate (I) levels of maintenance when
describing USAF 5 or 7 skill level. Depot level objectives are for the
student to become highly proficient in depot maintenance task
knowledge and task performance and enable them to explain and
demonstrate task accomplishment procedures. Engineering level training
objectives will be specified in individual delivery orders. Pilot
objectives are to train pilots transitioning into a designated
aircraft. This includes required ground school, necessary flight
simulator instruction, transition courses and instructor courses to
teach students how to instruct others. b. Academic training may consist
of lecture/discussion sessions and laboratory exercises for
reinforcement as necessary but is not to be construed as on-the-job
training. Testing procedures must be in place and used to verify the
student has gained knowledge as taught. Structured On-The-Job Training
(SOJT) shall be conducted in the appropriate laboratory, shop or
flight line environment and shall include demonstration and application
of academic studies. c. Instructor qualifications. (1) Maintenance
academic and SOJT instructors shall have skills equivalent to the USAF
7-skill level in a similar position and on the same weapon system and
at least five years experience in their respective specialty. (2)
Engineer instructors shall have a four-year degree and work-related
experience in the subject matter being taught. (3) Pilot instructors
shall be fully qualified instructor pilots in the aircraft/block the
customer is purchasing, with a minimum of five years experience in that
weapon system and three years experience in instructing, to include
academics and flight simulators. (4) Training Integration Service _ the
prime contractor shall integrate a training program by providing
training, arranging for vendor training, student housing, student
transportation, etc, as ordered on individual delivery orders. The
contractor shall coordinate the students_ training schedule and travel
with AFSAT. It is the Government_s intention to award THREE Indefinite
Delivery, Indefinite Quantity (IDIQ) contracts. Individual requirements
would be competed among the three IDIQ contract holders. The Government
currently contemplates issuing an unrestricted solicitation; however,
it reserves the right to make this a Small Business (SB) set-aside
based on the interest and technical capabilities received from SB
concerns. Under an unrestricted solicitation, large businesses will be
required to submit a subcontracting plan with their proposal USING
ELECTRONIC MAIL. All interested business concerns shall indicate
interest in this acquisition by providing the company name,
capabilities stated above, mailing address, phone number, and
electronic mail address to the contracting office. Small Business
Set-Aside. The Government reserves the right to consider small or small
disadvantaged business set aside based on responses to this notice. In
order for the Government to make a SB set-aside determination, it is
requested that SB concerns provide sufficient written information
supporting their capability to perform. This information should, as a
minimum, include (a) degree of experience in providing training on the
specified hardware and ability to meet short notice training
requirements; (b) degree of experience in providing training to foreign
students, (c) degree of experience in obtaining Technical Assistance
Agreements from the Department of State, (d) annual contract billings;
(e) provide past corporate and Government contracts with references
and points of contact. Provide this required information VIA ELECTRONIC
MAIL NLT COB 22 JUN 00. For purposes of this acquisition, the Standard
Industrial Code (SIC) is 8999. The business size standard is $5
million. Small, Historically Underutilized, and Women-owned businesses
are encouraged to respond. Prospective Offerors must have the
financial backing to defray mobilization and operating costs. Internet
and e-mail capabilities are a must! Central Contract Registration
(CCR) mandatory. An electronic response is the accepted method. Future
information on this acquisition (Small Business Set-aside
determination, draft Statement of Work (SOW), etc) will be posted to
