The construction includes surcharging existing site soils to attain greater compaction, piles foundation, reinforced concrete floor slab, structural steel framing, masonry units and metal panels wall siding, standing seam metal roofing, and electrical, mechanical, pavements, utilities and miscellaneous support work. The simulator bay is approximately fifty feet high. Adjacent administrative and support facilities are single story height. PROPOSAL EVALUATION FACTORS: Technical proposals will be evaluated by a technical evaluation team of Government personnel. Evaluation factors, sub-factors and subparts for each phase are listed in the order of their relative importance, which is in equal or descending order of importance. Technical Evaluation Factors are: FACTOR 1. PAST EXPERIENCE AND PERFORMANCE: Sub-factor A. Type of Work and Timeliness of Performance; Sub-factor B. Experience and Quality of Performance. FACTOR 2. EFFECTIVENESS OF MANAGEMENT: Sub-factor A. Management Structure; Sub-factor B. Internal Controls. PRICE PROPOSAL: (separately bound this will not be technically evaluated). Price and Performance Requirements: A. Standard Form 1442; B. Lump Sum Price/Cost Proposal; C. Representations and Certifications. Estimated cost range of this project is $1,000,000 to $5,000,000.
