This notice results from the recent cancellation of solicitation
GS-02P-00-PWC-0036. Notice is hereby provided of the revised Government
requirement to restore windows on the first, second, third, and
mezzanine floors and replacement of the basement and penthouse windows
of the Binghamton Federal Building, Binghamton, NY. Restoration will
include removal of sash, sandblasting of sash to bare metal, removal of
glass, resetting glass with new glazing compound; frame and spandrels
are to be chemically stripped and rusted sections of frame are to be
replaced. Restoration will also include providing a new hinged interior
storm window consisting of clear glass in aluminum frames. Replacement
of basement and penthouse windows will consist of new fixed aluminum
units. Existing windows are currently coated with lead-based paint and
caulking contains asbestos. The successful contractor shall furnish
all necessary labor, materials and supervision. This procurement is
open to competition among both large and smallbusiness concerns
pursuant to the Small Business Competitiveness Demonstration Program.
The magnitude of this construction project is between $500,000 and
$1,000,000. The applicable SIC code is 1793 and the small business size
standard is $7.0 million. Performance and payment bonds will be
required following award pursuant to the Miller Act. A bid guarantee is
also required. The solicitation will include a 10% price evaluation
preference for HUBZone small business concerns pursuant to FAR
52.219-4; an additional 10% Price Evaluation Adjustment will be
available to small disadvantaged business concerns from the states of
CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD, VT. The required
performance period is 300 days commencing one day after the notice to
proceed. As a result, construction may extend until the spring or
summer of 2001 vice the previous requirement to complete before winter
of 2000. The solicitation will be issued tentatively on July 12, 2000.
All responsible sources may submit a proposal that will be considered
by the agency. Contractors are requested to provide a street address as
drawings and specifications cannot be delivered to a post office box.
Specifications and drawings will be furnished with the solicitation by
mail request or electronic mail only. Only one solicitation package
will be provided per contractor. Send all requests to the attention of
