NOTICE & POTENTIAL SOURCES SOUGHT: Perform structural repairs to 188
concrete piles, edge beams and pile caps for pier, provide cathodic
protection to 235 concrete piles, and repair utility lines along the
main pier at Base Charleston at Charleston, South Carolina. The Coast
Guard proposes to install the "Lifejacket" system by Alltrista, a
proprietary galvanic corrosion protection system, on the existing piles
as part of the pier repairs. This system uses a sacrificial anode made
of zinc, which with electrolyzed concrete, creates a circuit-inducing
currents which polarizes the interior reinforcing steel. It is
self-powered, self-regulating, easily installed, and maintenance free.
Potential sources are being sought which may provide this system or a
system with comparable capabilities. Offerors possessing the
capabilities to provide the requested system are invited to submit a
summary of their capabilities and descriptive literature. The
Government will not reimburse the respondent for any cost associated
with information submitted in response to this request. The estimated
price range of the complete project is between $500,000.00 and
$1,000,000.00. The tentative dates are as follows: Solicitation issued
08/2000, Bid Opening 09/2000, and Performance period of 180 calendar
days. This action is being considered for 100 percent HUBZone
set-aside. Interested HUBZone businesses should indicate their interest
to the Contracting Officer in writing as early as possible to be
received no later than 15 calendar days of this notice. As a minimum,
the following information is required: (a) a copy of the certificate
issued by the SBA of you qualifications as a HUBZone concern, (b) a
positive statement of your intention to submit an offer for this
solicitation as a prime contractor, (c) evidence of experience in work
similar in type and scope to include contract numbers, project titles,
dollar amounts, and points of contacts and telephone numbers, and (d)
provide evidence of bonding capability to the maximum magnitude of the
project, to include both single and aggregate totals. All of the above
must be submitted in sufficient detail for a decision to be made on
availability of interested HUBZone concerns. Failure to submit all
information requested will result in a contractor not being considered
as an interested HUBZone concern. If adequate interest is not received
from HUBZone concerns by close of business 15 calendar days from the
date of this notice, this solicitation will be issued on an
unrestricted basis pursuant to the Small Business Competitiveness
Demonstration Program without further notice. Therefore, replies are
requested from large and small businesses, as well as from HUBZone
concerns. The applicable Standard Industrial Classification (SIC) Code
is 1629 with size standard of $17.0M. Bid guarantee, payment, and
