be responsible for furnishing all labor, materials and equipment for
the renovation of Buildings G, E and N at the National Emergency
Training Center located in Emmitsburg, Maryland. The work includes
selective interior demolition; new interior doors, partitions,
insulation, vapor barrier, restrooms, suspended ceilings and stairways;
removal of hazardous materials in selected construction areas; new HVAC
and plumbing systems connecting to existing utilities; alterations of
sprinkler system, addition of smoke free dampers, water fountains,
etc.; new electrical service to selected areas of buildings including
new secondary services (from existing utilities, new panel boards,
lighting, motors, motor starters, energy management control system
(with manual backup), energy efficient lighting (interior and
exterior), un-interruptible power supplies, telephone and communication
systems; alterations to addressable fire detection system by
Pyrotronics, alteration to existing fire suppression system; new
telephone and communication cable in raceways from existing utility
tunnel to existing building and new addition, including site Local Area
Network (LAN) computer cable; new cable television system for
connection to existing site system, The addition to Building G consists
of new structure for elevator and handicap ramp, new sidewalks;
relocation of existing sanitary sewer pipes and manholes, pavement
replacement; relocation of signs, new landscaping, stoops and steps.
The work shall be completed within 554 calendar days after notice to
proceed. The work shall be conducted in three (3) phases in the
following order: Phase 1, Building G, to be completed within 270 days
from notice to proceed; Phase 2, Building E, to be completed within 404
days from notice to proceed; and Phase 3, Building N, to be completed
within 554 days from notice to proceed. The estimated cost range is
between $1,000,000.00 and $5,000,000.00. The Invitation for Bid will be
available on or about July 17, 2000 with a bid opening on or about
August 18, 2000. A site visit will be scheduled on or about July 27,
2000. These dates are tentative and will be specified in the IFB
package upon its release. This procurement is for a 100% small business
set-aside, the size standard is $17 Million (SIC Code 1542). If a
business including its affiliates has an average sale or receipts for
its preceding three fiscal years in excess of $17 million, the business
is not classified a small business. There will be a $40.00
non-refundable fee payable by certified check or money order for the
plans and specifications. Checks or money orders must be made payable
to the U.S. Fire Administration, referencing IFB #EME-2000-IB-0077. NO
TELEPHONE REQUESTS FOR THE IFB PACKAGE WILL BE ACCEPTED -- ONLY
WRITTEN REQUESTS WILL BE ACCEPTED. Plans and specifications will be
available for inspection at no charge in the NETC Satellite Procurement
Office, Bldg. E-115, National Emergency Training Center, Emmitsburg,
MD. All responsible sources may submit a bid which shall be considered
