is requesting proposals for Underground Electrical Distribution System,
Phase 2 at New Boston Air Station, New Hampshire. The scope of this
project consists of the furnishing all services, labor, materials,
tools, equipment, and transportation necessary to accomplish all work.
This includes, but is not strictly limited to relocate 4900 feet of
existing 12.47 Kv aerial power distribution system to a new underground
duct and manhole system. The contractor will escavate for and construct
approximately 3,500 linear feet trench for power/ communication
ductline and combination manholes. New wire will be pulled and all the
necessary taps, splicers, risers accomplished. Three new padmounted
high voltage switches will be provided and installed. Switch over to
the new underground system must be carefully scheduled and coordinated.
Existing aerial service will then be removed. The magnitude of this
project is between $400,000 and $700,000. An exclusion period for
inclement weather between 30 November and 15 April shall be
incorporated as the contractor will not be able to work. Turf
establishment will only be between 1 April and 1 June for spring
seeding and 15 August and 14 October for fall seeding. The period of
performance for this project will be 150 calendar days. The
solicitation and drawings for this project will ONLY be available at
Internet address: ww.herbb.hanscom.af.mil. These items will not be
mailed, and telephone requests will not be honored. Further information
will be available at a later date. All interested parties MUST be
registered in the Central Contractor Registration (CCR) Database in
order to receive a solicitation or award. Applications for CCR
registration may be obtained or completed at the Internet address:
www.ccr2000.com/handbook.htm Tentatively, the RFP will be released on
or about 14 Jul 00. Proposals can be mailed to: ESC/PKOC, Attn: Doug

via Federal Express, UPS, or hand-carried, etc., shall be mailed to:
ESC/PKOC, Attn: Doug Punzel, 20 Schilling Circle, Bldg. 1305 3rd Floor,
Hanscom AFB, MA 01731. Award will be made on or about 30 Aug 00. The
Government reserves the right to cancel this solicitation, either
before or after receipt of proposals, with no obligation to the offeror
by the Government. FUNDS are currently not available for this
requirement. Offerors are advised that the cost of any response is at
the offeror's own risk. Unless funds are made available for this
requirement, no contract will be awarded. An Acquisition Ombudsman,
Colonel Joseph B. Magnone, Director, Commander's Staff, has been
appointed to hear concerns from offerors or potential offerors during
