NASA/JSC plans to issue a Request for Quotation (RFQ) for the purchase
or 8 Laser Diode Arrays (P/N ARR21P300) and 1 Driver (Model No. 2900).
The laser diode arrays will be used to build a development laser cell
which could eventually be taken forward to a flight design for the NASA
X-38 vehicle 201 pyrotechnic laser firing unit. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/JSC intends to purchase the items from Industrial Microphotonics
Company in St. Charles, MO. An extensive market survey revealed that
only Industrial Microphotonics produced a diode laser array meeting the
power and physical size requirements which would allow packaging to
meet the X-38 interfaces. See attached specifications. In accordance
with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than
Full and Open Competition stating a unique source is being prepared.
The Government intends to acquire a commercial item using FAR Part 12.
Technical questions should be directed to the Technical Monitor for
this procurement, Charles W. Dingell, Jr., (281) 244-1286. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on July 5, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
the agency. An Ombudsman has been appointed. See NASA Specific Note
