Special Operations Command intents to issue a solicitation for the
acquisition of a Special Operations Craft Riverine (SOC-R) as a small
business set aside. The objective of SOC-R is to produce and field a
small, fast, armed and armored combatant craft system (craft, trailer,
detachment deployment package and logistics support). The mission of
the SOC-R craft is to perform Short Range Insertion (SRI) of Special
Operation Forces in a riverine environment. The SOCR should maximize
the use of commercial-off-the-shelf (COTS)/modified
COTS/non-development item technology and available commercial
components. SOCR Key Performance Parameters (KPPs) and requirements
Threshold (T) are as follows: KPP 1. Transport. Craft, Trailer, Prime
Mover, Crew, SEALs & Mission Gear on a Single C-130. KPP 2. Payload. 4
Crew, 8 SEALs, 700 lbs Mission Gear. KPP 3. 15 sec to 25 kts. KPP 4.
Range. 125 nmi (10% reserve). SS 0, 20 -- 30 kts. Threshold 1. Top
Speed. 35 kts. Threshold 2. Draft. Maximum 2.0 Feet Static. Threshold
3. 80% Mission Reliability. Threshold 4. Armor to protect the
Propulsion system, Helmsman/Gunners from AK-47 ball rounds, (Craft
doesn't have to meet acceleration, top speed, range, draft with
removable armor installed). The government anticipates award of a firm
fixed price, cost plus fixed fee, indefinite quantity/indefinite
delivery type contract for a basic performance period and 13 priced
options (1 year each). The current estimate for the SOCR is 1
pre-production prototype system in 2001, 8 production systems with
Detachment Deployable Packages in 2001or early 2002, 18 production
systems in 2007-2009, and Life-Cycle Logistics Support thru 2014;
however, there will be a range of quantities for additional units up to
the maximum of the contract which can be ordered over the term of the
contract. This specific information related to minimum and maximum will
be contained in the RFP. A one-day "Industry Day" at Special Boat Unit
22 is planned. Offerors will provide a parent craft for government
evaluation 180 days after RFP release and will be allowed approximately
150 days to prepare their proposals. A best value source selection will
be held. The RFP should be available around 30 June 2000. Registration
