This announcement constitues the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as RFQ DE-RQ65-00WN53892. The Standard Industrial Classification is 3663 with a size standard of 750 employees. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-15. Western Area Power Administration, Sierra-Nevada Regional (SNR) Office has a requirement for 3 EACH GPS Satellite Receiver Systems. This system is used with AVO Pulsar Relay Tests Sets for end-to-end testing of protective relay schemes on high voltage transmission lines. Salient Characteristics to include: The units are used with AVO Pulsar Relay Test Sets for end to end testing of protective relay schemes. In the substations, Western needs to be able to use DC power for testing. The outputs are used with the Pulsar Test Sets and the Protective Relays in Western's test configuration. Therefore, the GPS equipment must have available either AC input power or DC input power. GPS must have 6 field selectable outputs and all of these 6 outputs must be able to be field configured to produce any one of 15 time code outputs.
