combined synopsis/solicitation for commercial items prepared IAW the
format in FAR Subpart 12.6. This announcement constitues the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This solicitation is being issued as RFQ
DE-RQ65-00WN53892. Quotes will be accepted by FAX (916) 985-1933 or by
mail (Western Area Power Administration, ATTN: S. Bates, 114 Parkshore
Drive, Folsom, CA 95630). This procurement is being issued
unrestricted. The Standard Industrial Classification is 3663 with a
size standard of 750 employees. This solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 97-15. Western Area Power Administration, Sierra-Nevada
Regional (SNR) Office has a requirement for 3 EACH GPS Satellite
Receiver Systems. This system is used with AVO Pulsar Relay Tests Sets
for end-to-end testing of protective relay schemes on high voltage
transmission lines. Brand Name or Equivalent to AVO International; GPS
Satellite Receiver System; AVO P/N GPS-6500. AVO International; ATTN:

330-3552. Salient Characteristics to include: The units are used with
AVO Pulsar Relay Test Sets for end to end testing of protective relay
schemes. In the substations, Western needs to be able to use DC power
for testing. The outputs are used with the Pulsar Test Sets and the
Protective Relays in Western's test configuration. Therefore, the GPS
equipment must have available either AC input power or DC input power.
GPS must have 6 field selectable outputs and all of these 6 outputs
must be able to be field configured to produce any one of 15 time code
outputs. Offerors shal quote based on a delivered price; FOB
DESTINATION to Elverta Maintenance Facility, 7940 Sorento Road,
Elverta, CA 95626. The requirements at FAR 52.214-21 "Descriptive
Literature," apply. Information provided must demonstrate the unit's
ability to meet the stated specification or offer may be rejected. The
following FAR Provisions apply to this solicitation: FAR 52.212-1,
Instructions to Offerors -- Commercial Items; FAR 52.212-2, Evaluation
-- Commercial Items, Technical capability of the item offered to meet
the Government's need, Price & Past Performance shall be used to
evaluate offers. Technical & Past Performance, when combined, are more
important than price; FAR 52.214-4, Contract Terms & Conditions --
Commercial Items; & FAR 52.212-5, Contract Terms & Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items,
specifically, section a(1), a(2), a(3), b(11), b(12), b(16), and b(22)
apply. To be considered responsive, offerors must submit a completed
copy of the provisions at 52.212-3, Offeror's Representations &
Certifications -- Commercial Items with its offer. Copies of this

acquisition must be submitted in writing NLT Monday, June 26, 2000 by
