an Electronic Countermeasures (ECM) pod used to protect tactical
aircraft by jamming enemy anti- aircraft and missile radars. Raytheon
Company -- Electromagnetic Systems Division (ESD) has modified 10 ALQ-
184 ECM pods to give them ALE-50 towed decoy capability. Technical
data and drawings for the AN/ALQ-184 (V)9 are proprietary to Raytheon
Company -- ESD. The following initial spares are required to sustain

performance for this effort is 14 months with spares to be delivered in
October 2001 to the 192 MS of the Virginia Air National Guard in
Richmond, VA. When calling, be prepared to state name, address, and

Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
