The Naval Air Warfare Center -- Aircraft Division, Patuxent River, MD 20670 intends to solicit and negotiate on a sole source basis with JRM Enterprises, Inc., Technical and Defense Services, 1 Hemlock Court, Suite 1A, Fredericksburg, VA 22407 for upgrades to enhance proprietary software, SENSIM. NAWC and DARPA MTO have the need to upgrade the existing SENSIM software for improved modeling and visualization of advanced uncooled thermal sensor prototypes and other EO sensor designs under dynamic battle-space conditions. This effort provides for software enhancements for meeting specific requirements of the DARPA MTO uncooled thermal sensor program. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. See Note 22.
