Draft Request For Proposals/ Request For Proposal DAAB15-00-R-1011 The U. S. Army Communications-Electronics Command Acquisition Center -- Washington and the Project Manager for Mines, Countermine and Demolitions (PM-MCD), Countermine Division, are planning to post a Draft Request for Proposals and a Final Request For Proposals (RFP) for the acquisition of a Countermine Capability Set (CMCS). CBD Submission No. 435007, dated 16 March 2000, provided additional information concerning this acquisition. The purpose of the Draft RFP (to be issued on or about 23 June 2000) is to afford industry an opportunity to comment on any perceived issues with regard to the acquisition of the CMCS and to allow the Government to receive the benefit of industry comments. The Government's purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of the future contract. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the future contract. Any comments provided should not be viewed as a vehicle for presenting a specific approach but as an opportunity to improve an eventual contract vehicle. Comments are solicited regarding the following: 1. The U. S. Army is considering negotiated Firm Fixed Price, Cost Plus Fixed Fee, Time & Material and Award Fee hybrid contract. The requirements are detailed in a Performance Work Statement which will describe the contractors responsibilities. An award fee will be used only for the performance of the deployment requirements. 2. Selection will be made on a best-value basis and significant emphasis will be afforded to past performance and to technical capabilities of providing CMCS services, logistics support and engineering and development effort. 3. The contract will require the awardee to provide services, including the ability to respond appropriately to emergency situations arising from within or outside the United States. 4. The contract will require the awardee to provide comprehensive maintenance and repair of the Government or contractor owned equipment. It is anticipated that the draft solicitation will be posted on the Army Interactive Business Opportunities website at http://abop.monmouth.army.mil. The draft RFP number is DAAB15-00-R-1011. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Requests for Proposals. The use of comments received from industry to complete final statements of work and resulting solicitation documents will be at the discretion of the Government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the RFC should not be used by offerors to market their products/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFC. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Responses to this synopsis must be submitted in writing to the Contracting Officer at the above address no later than July 15, 2000. All comments or questions must be submitted via e-mail to the Contracting Officer with an information copy to rosenberg@brtrc.com in the attached questionnaire. It is the intention of the Government to release the final RFP on or about 30 July 2000. The solicitation number will remain the same. No further CBD notices for this acquisition will be issued unless determined necessary by the Contracting Officer.
