and capabilities of potential sources for planning purposes. The Air
Force Office of Scientific Research (AFOSR) is contemplating a
follow-on contract to the RRAP contract number F49620-96-C-0001 with
National Research Council (NRC)-National Academy of Sciences (NAS). The
RRAP provides highly competitive, postdoctoral research awards
(associateships) for postdoctoral scientists and engineers to
accomplish specific research projects during one-year assignments
within the Air Force Research Laboratory (AFRL) facilities. The
contractor will manage and administer the program. Other duties include
advertising the program, receiving applications, holding boards
consisting of nationally and internationally distinguished scientists
to review applications and rank candidates, providing a nationally
recognized award to winning candidates, administering the assignment of
award winners to AFRL directorates, and establishing and operating a
certification process for advisors within AFRL. The objectives of the
program are: (1) to provide postdoctoral scientists and engineers of
unusual promise and ability with opportunities to conduct research in
the Air Force Laboratories, (2) to provide world-renowned leading
researchers a sabbatical opportunity to perform research on problems
largely of their own choice, and (3) to contribute thereby to the
overall research effort of the Air Force. Please forward comments,

interests, and qualifications should not exceed two pages. Responses to
this RFI are not offers and cannot be accepted by the Government to
