CECOM, Program Manager for Night Vision/Reconnaissance, Surveillance &
Target Acquisition, Long Range Advanced Scout Surveillance System
(LRAS3) program provides armor and mechanized infantry battalion scout
platoons with a long-range reconnaissance and surveillance sensor
system. The LRAS3 uses the 2nd Generation FLIR (SGF) B-Kit to
significantly enhance its capability over the currently fielded
AN/TAS-6, Night Observation Device, Long Range. This capability enables
scouts to operate well outside the range of threat direct fire and
sensor systems. The LRAS3 is able to operate in both mounted and
man-portable configurations. The LRAS3 is an advanced digital system,
allowing it to interface with battlefield command and control systems.
A Limited Rate Production contract was awarded by PM-NV/RSTA in Mar 00
with fielding scheduled to begin in FY01. The Night Vision & Electronic
Sensors Directorate (NVESD), Science and Technology Division, is
collaborating with PM-NV/RSTA on the insertion of Aided Target
Recognition (ATR) technology into the LRAS3. As part of the ATR for
LRAS3 program, NVESD, under sponsorship from DUSD (ST), has collected
SGF B-Kit data of moving and stationary targets. In anticipation of an
ATR for LRAS3 RFP, PM-NV/RSTA and NVESD are making available to those
organizations interested in responding to this future RFP problem data
sets for ATR algorithm training. In order to obtain this data,
organizations must sign a Memorandum Of Understanding (MOU) with NVESD
agreeing to report to NVESD results of self ATR algorithm evaluations
done by the organization using the data before the future RFP is
released. As part of the MOU, organizations must agree to allow NVESD
the option to further evaluate the organization's ATR algorithm based
on the performance results of the self evaluations. The problem data
sets are ITAR restricted and for use by US citizens only. Organizations
must follow the following Security Classification Guides (SCG): 1.

15 Aug 1996 OBJECTIVES: Currently, the requirements for the ATR for
LRAS3 program are being determined through experiments with U.S. Army
cavalry scouts at Ft. Knox. It is envisioned that the ATR functionality
will aid the operator in the detection of moving targets, stationary
targets, and change detection. This aid will come in the form of a
symbol being overlaid on the object of interest in the FLIR imagery
being displayed on the LRAS3 display. 2nd Generation FLIR (SGF) B-Kit
data has been collected to support the ATR for LRAS3 program. This data
consists of images of stationary targets and 2 minute sequences of
moving targets. Data with stationary targets at various perspectives
and ranges were collected at regular time intervals over day and night.

The problem data setsbeing made available are sets for the training of
the ATR algorithm. The ATR for LRAS3 program will consist of the
purchase and integration of all necessary hardware, software, and ATR
algorithms for the ATR functionality. Organizations or teams of
organizations that can supply and integrate all necessary hardware,
software, and ATR algorithms for the ATR for LRAS3 program are
encouraged to have their ATR algorithms evaluated through the NVESD ATR
Algorithm Evaluation Center after algorithm training. ACQUISITION
STRATEGY. The Government plans to solicit industry to fabricate a
prototype ATR and integrate it with a 2nd Gen FLIR B-kit used in LRAS3.
It must be noted that this will not be an ATR algorithm or hardware
development program rather, an adaptation and integration of ATR
technology program. Multiple awards may be made, based upon both a
technical/cost proposal and demonstrated maturity of an algorithm suite
to cue moving and stationary targets of interest to scout operations.
This phase will concludewith a Preliminary Design Review to include an
objective evaluation of algorithm performance and a proposed approach
to support ATR in life cycle. A down-select process will result in
continuation of development efforts to support development of an ECP to
incorporate ATR into LRAS3. The purpose of this announcement is to
identify potential sources that may be interested in and capable of
performing the work described herein. PM-NV/RSTA and the US Army CECOM,
NVESD do not intend to award a contract on the basis of responses nor
otherwise pay for the preparation of any information submitted or for
