to procure on a sole source basis, services required by the Pacific
Marine Environmental Laboratory (PMEL) for the enhancement and
extension of the Live Access Server (LAS). The work will consist of
evaluating software requirements; developing architectures based on
those requirements; formulating a design, including data models,
protocols, objects, techniques for integration with legacy code, and
testability based on the architectural specifications; implement and
debug the design; manage operating systems to accommodate application
needs, regarding network data access, network security, boot-up
sequences, and usage logging; design user interfaces and perform
usability testing; and finally package and document the products for
distribution. The skills required to succeed in this work include
knowledge of the Ferret program -- architecture, features; scientific
visualization and analysis techniques; computer graphics -- especially
the ISO/GKS standard;X-windows programming and Web image format
standards; object oriented design; user interface design for scientific
applications; the netCDF scientific data format standard; the COARDS
netCDF conventions standard; FORTRAN 77, C, C++, and Java computer
languages; Java JDK 1.2 system; object-oriented Perl; JavaScript
version 1.2 and its variations across NetScape and Internet Explorer
versions; Web programming/protocols/server configuration; Java based
Web servers and Java "servlets"; MFC (Microsoft Foundation Classes),
Win32 API, OLE; Microsoft Visual C++ and Symantec Visual Cafe
development environments; and Unix and Windows NT system configuration
and management. The Government intends to negotiate with Mr. Joseph
Sirott as it is believed he is the only known source which possesses
the unique skill base and exceptional specialized expertise to produce
these enhancements within this state-of-the-art system. The period of
performance is anticipated to be for a one-year period, commencing
approximately 09/30/00, with an option for one (1) additional one-year
period. This notice may represent the only official notice of such
solicitation. See Note #22. The Government will issue the solicitation
and amendments (if any) electronically via the internet. Potential
offerors may obtain the solicitation and amendments at
http://www.wasc.noaa.gov/wasc/AMD/indxsol.htm. The solicitation will
only be issued electronically and is not available in hard copy.
