It is the intent of FISC, NNSY ANNEX, to contract for Commercial off-the-shelf software to provide performance-based metrics management system for the alignment of strategic management processes and systems with financial and operational business functions of a major ship repair facility. Software must be structured to align metrics with the Government Performance and Results Act of 1993 and the Malcom Baldgridge Criteria for Performance Excellence (most recent edition). Software functional requirements include but not limited to: *Capable of tracking multiple organizational performance indicators based on strategic goals; *Capable of tracking trends in performance over time; *Be based on hierarchical metrics system allowing for graphic display and roll-up and drill-down of data; *Provide analysis of data based on set high and low limits; *Software will be operated in Web-based, NT 4.0 environment; *Must meet NSCA-ITSEC-PROC and NSCA-ITSEC-INFOSEC-GASP version 2.0 dated 11 Aug 1999 (Documentation is available upon request in both hard and soft copy). Factors considered in the evaluation are: Price including software and implementation costs, ability to integrate the product with existing High Performance Leadership System, Ease of implementation and User-friendly attributes.
