THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES prepared IAW FAR 12.6 and supplemented with additional information as included in this notice. This announcement constitutes the only solicitation; A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document and incorporated provisions & clauses are governed by FAC 90-46. This solicitation is a Request for Proposal (RFP) and is advertised for full and open competition on an unrestricted basis for Standard Industrial Classification Code 8111 / 1731 (Maintenance of Electronic Equipment ) which applies to businesses with less than $7 million annual receipts. Proposals are being requested for Solicitation DABT51-00-R-2009. The Directorate of Contracting, FT Bliss, TX has a requirement for a Patriot Equipment Maintenance Service contract while the 31st ADA BDE is deployed. The government will provide all spare parts and maintenance technical/operating manuals. The contractor will provide all tools and test equipment. MAINTENANCESERVICE: For the Period 5 JUL 00 thru 28 FEB 01. Services shall be performed in accordance with the best commercial practices and to the standard specified in the government furnished technical manuals for the following: 0001 Engagement Control Station (5 Each); 0002 Radar Set (5 Each); 0003 Communications Relay Group (4 Each); 0004 Antenna Mast Group (10 Each); 0005 Electric Power Plant III (5 Each); 0006 Launcher Stations (39 Each); 0007 Missile Round Trainers (20 Each); 0008 Empty Missile Round Trainers (22 Each); 0009 Air Conditioners (22 Each); 0010 Fiber Optic Cable Assemblies (50 Each); 0011 Information Coordination Central (1 Each) 0012 Repairs (Above & Beyond Maintenance). INSPECTION: At the time of contract award the contractor shall establish a quality control program which will indicate a method for inspecting. INTERESTED BUSINESSES shall include the information at FAR 52.212-3(Offeror Representation and Certifications for Commercial Items) with their DUNS, Cage, & Tax Identification Numbers, and be Electronic Funds Transfer and Central Contractor Registration compliant. Past Performance is more important thanTechnical Capability. Past Performance and Technical Capability combined are more important than Price. Subfactors are listed in descending order of importance. Award will be negotiated IAW FAR 15 and best value continuum. It is anticipated that a sole source award will be issued to Raytheon Systems Co, Air & Missile Defense Systems, 180 Hartwell RD, Bedford, MA 01730 under authority of 10 USC 2304(c)(1) as implemented by FAR 6.302.1 unless additional sources are located.
