existing hydroacoustic test facility located at NSWC Crane, Crane, IN.
The upgrade will be procured on a full and open competitive basis with
the procurement being 100% set-aside for small business. See Note # 1.
The Standard Industrial Classification code is 3826 and the size
standard is 500 employees. The contractor shall replace two existing
refrigeration units with a single refrigeration system in accordance
with the Critical Item Development Specification (CR-6074-CIPS-0031)
for Fabrication and Installation of the Cooling System Upgrade and
Statement of Work (SOW) provided by NWSC Crane. The refrigeration
system shall consist of one refrigeration unit, a circulation circuit
containing antifreeze, and two antifreeze-to-water heat exchangers. The
contractor shall be responsible for the design of the system, for
providing the equipment, for installing the equipment, and for
connecting the new system to the existing plumbing system. The
contractor shall also be responsible for removal and disposal of the
existing refrigeration units and the replaced piping. The contractor
will be allowed to inspect the test facility after issuance of the
Request for Proposals and shall be required to submit its proposed
design within 60 calendar days after contract award. The contractor
shall install the cooling system on-site at NWSC, Crane, Indiana,
Building 41, C-bay in accordance with the approved design,
specification CR-6074-CIPS-0031, and SOW. The contractor shall develop,
prepare, and document acceptance test procedures; these procedures
shall verify that the proposed system meets all requirements of the
specification and SOW. After installation of the system by the
contractor, the contractor shall perform the acceptance tests and
inspection of the system in accordance with the approved acceptance
test procedures. The contractor shall provide operation, technical, and
maintenance manuals and publications, and a drawing set that includes
plumbing diagrams, electrical schematics, and equipment layout. The
solicitation will be posted on the NSWC Crane web site at

mailed. The solicitation is expected to be posted on or about 14 July
2000. All responsible sources may submit an offer that will be
